Description for Candidates:

Manage and monitor the Capital Outlay Consultant Program and Capital Outlay and Maintenance Reserve projects.

How you will contribute:

Construction Documents: Manage and coordinate the construction documents review procedure with VDOT and other agencies.Non-Capital Projects: Manage administrative, scheduling, operational, and programming activities for VDOT's non-capital building projects.Program Management: Manage administrative, budgeting, scheduling, operational and programming activities of VDOT's Capital Outlay Program. Manage administrative aspects of design, preparation of bid documents, construction and project close-out for VDOT's Capital Outlay Program.

Ability to analyze technical problems and make necessary corrections as well as provide technical guidance to others.Ability to communicate effectively orally and in writing with internal and external customers.Ability to gather and interpret data, reach logical conclusions and present findings and recommendations.Ability to manage and administer the design and construction of building facilities.Ability to plan and direct major construction projects.Knowledge of architecture and civil engineering principles and practices related to building construction.Knowledge of laws, regulations, policies and practices related to capital outlay management.Knowledge of the Commonwealth of Virginia Construction and Professional Services Manual, Virginia Uniform Statewide Building Code and other codes used in building design and construction.Skill in analyzing how a system should work and how changes in conditions, operations, and the environment will affect outcomes.Skill in identifying complex problems and reviewing related information to develop and evaluate options and implement solutions.Skill in the use of computers and web based applications including AutoCAD.

Minimum Qualifications:

Ability to analyze technical problems and make necessary corrections as well as provide technical guidance to others.Ability to communicate effectively orally and in writing with customers.Ability to gather, interpret data, reach logical conclusions and present findings and recommendations.Ability to plan and direct major construction projects.Knowledge of laws, regulations, policies and practices related to capital outlay management.Knowledge of the Commonwealth of Virginia Construction and Professional Services Manual, Virginia Uniform Statewide Building Code and other codes used in the building design and construction.Progressively responsible experience managing, administering the design and construction of building facilities.Skill in identifying complex problems, reviewing related information to develop, evaluate options and implement solutions.Skill in the use of computers and web based applications including AutoCAD.

Additional Considerations:

A combination of training, experience, or education in Architecture or related field desired.AutoCAD computer software experience.Experience managing administration of capital outlay programs.Valid Architect License.
