This advertisement will ll a Construction Inspector II position in the Public Works, Facilities Design & Construction, Vertical Inspections Bureau. This division provides project management and inspections services to implement the City's Capital Improvement Program for building construction and major renovation via contractual procurement for design and construction services. The Vertical Inspections Bureau Construction Inspector II (i.e., this position) will perform Quality Assurance Inspections for the newly formed Bureau and will report to the Facilities Design & Construction Vertical Inspection Bureau Supervisor.
This position will (1) Perform Quality Assurance inspections of large, complex multi-story/special- purpose building projects for the City, (2) oversee the construction of multiple projects, and (3) derive optimum specications and procedures to obtain reliable, constructable, and maintainable facilities in the most economic manner. The position will perform onsite inspections and manage various contract tools, to include Job Order Contracts (JOC) for facilities renovation, maintenance, and repair.
- Perform Quality Assurance construction inspection activities: Construction Inspection personnel, including setting job priorities, scheduling, assigning, and reviewing work, to ensure the quality of major complex building construction and renovations consistent with City and other applicable codes and standards. This includes routine site inspections to ensure work performed is in accordance with contract documents, and applicable codes and standards.
a. Review engineering estimates for contract payments with the City's Representative (Architect / Engineer) and / or assigned PM.
b. Collaborate with City ocials, consultant engineers, contractors, project managers, project engineers, state and federal agencies, and citizens regarding the activities of the project.
c. Assist PM in resolution of disputes arising from interpretations of contract specications by providing an authoritative source of information, interpretation, and decision making and thus facilitating timely completion of work-in-progress.
d. Adhere to and uphold policies, procedures, and regulations necessary for ecient accomplishment of inspection operations and the eective interfacing with contractors, consultants, and the public.
e. Obtain and maintain necessary certications and training required by the department. DEQ dual Certication within rst year and VDOT Tech Certication with rst two years.
f. Maintain accurate and timely reporting and documentation.
- Additional Job Duties:
a. Process and record nancial data associated with construction, repair, or renovation of city buildings and facilities, drainage facilities, or water and sewer utility systems to ensure compliance with city and state standards and contractual documents.
b. Conduct various tests to ensure proper construction of buildings and facilities, including structural materials and plumbing, electrical and mechanical components; including curbs, curbs and gutters, sidewalks, and pavement; drainage systems, including pipelines, structures, and erosion and sediment control facilities; or water and sewer utility systems, including structures, pipelines, and appurtenances.
c. Verify & Approve payment requests.
d. Review and recommend time extension requests; and determine need, assist in negotiation, and prepare drafts of formal notications, work orders, and change orders.
e. May provide training to other inspectors; may be required to consult with and advise inspectors to resolve problems in a team leader capacity; and may perform in an acting capacity in supervisor's absence.
f. Perform other job duties requiring skills, knowledge and physical requirements as demanded by those duties described or less.
g. Individual assignments will be determined by the supervisor based on the current workloads and department needs.
h. Serve as member of committees, boards, and other bodies as necessary to derive optimum policies, specications, and procedures to obtain reliable facilities in the most economic manner. Work with Building Maintenance, Planning P&I, and other stakeholders to ensure City standards and specications result in reliable, constructable, and maintainable facilities.
i. Other duties include QA inspection of horizontal work incidental to vertical construction requirements, such as parking lot paving, curbing, and drainage, utilities and utility connections, and stormwater management oversight throughout the design, construction, and project closeout phases, as well as the nal acceptance of nal stormwater features.
