Summary of Duties
The Weatherization Project Coordinator provides operational and technical support to the Weatherization team. Key responsibilities include managing projects, with a focus on multi-family properties, offering technical assistance in the field to support the Program Manager and Weatherization subcontractors, and collecting data to ensure projects meet all contractual and production requirements. This role requires a strong background in construction and inspections, as the coordinator will work closely with the Weatherization Program Manager to support program goals and maintain adherence to industry standards, inspection protocols, and funding guidelines.
Essential Duties and Responsibilities: Other duties may be assigned.
Program Coordination
Provides leadership, coordination and supervision needed for the weatherization program to meet production and quality objectives with a focus on multi-family.
Coordinate with Weatherization team in developing all facets of the multi-family projects from identification of the project, ownership agreements, intake, energy audit, work scope, contractor engagement, documentation, worksite implementation, quality control inspection, and final close out. Working in conjunction with the Program Manager and the Weatherization Coordinator to ensure production goals and quality standards are met.
Develop plans for and coordinate multi-family projects in regions outside of the NEMCSA core 11 counties.
This role will require travel outside of the core 11 counties of NEMCSA and will require overnight stays.
Work cooperatively with clients, sub-contractors, energy auditors, quality control inspectors, community building inspectors and organizations whose developed partnership can benefit the program.
Prepares and submits applicable work plans, State related documentation and budgets for any multi-family projects as assigned with input from the Program Manager and manages the implementation of the approved plans.
Coordinates the process of obtaining estimates, bids and selection of weatherization subcontractors and other material suppliers and contractors following agency and Bureau procurement policy and procedures for assigned multi-family projects.
Maintains detailed project and program files, prepares periodic program reports and supporting information on program operations and status as needed for effective management and compliance with funding contracts.
Continually monitors production and provides guidance to subcontractors and inspectors so that program production and financial goals are met.
Maintains an understanding of and completes all required and ongoing available training regarding policies, regulations, contract requirements, and technical processes of the weatherization program.
Attends monthly Weatherization meetings assigned by the WAP Program Manager and other program related webinars held by the Bureau and regional or state groups.
Plans for and coordinates technical assistance and training for the weatherization sub-contractors as needed.
Acts as a back-up for conducting pre-inspection audits on all eligible homes to maintain production goals.
Act as a back-up for conducting quality control post-inspections of homes to ensure the installation of weatherization measures by subcontractors is completed and complies with all agency and program standards and regulations.
Oversee and ensure accuracy of the entering of all data acquired at pre-inspection audits into appropriate approved audit documents and programs to determine the proper weatherization measures to be installed in homes or multi-family projects and to produce a work order for contractors and create a permanent record for auditing purposes.
Oversee and ensure accuracy of quality control post-inspections and the entering of all data into EmpowOR and other programs for closeout and tracking.
Interact and monitor all weatherization subcontractors by reviewing their work, visiting each subcontractor on the job and offering technical assistance regarding program specific policies and specifications no less than bi-annually.
Review and respond to client complaints concerning sub-contractors and/or auditors or work completed on their homes or multi-family projects.
Maintain complete knowledge of all guidelines and standards or changes in standards set forth by the federal and state funding sources.
Participant in the training of subcontractors and inspectors on procedures and guidelines of the weatherization program as they are updated by the agency and/or the Bureau.
Maintain a professional demeanor in appearance and speech in all activities including with clients, co-workers and the public.

Requirements
Education and Experience
Construction Trades or related field of study and at least (4) years' experience in the building trade is required as well as knowledge of construction, ability to read a tape measure and ability to use small carpenter tools as well as proficient in the use of computer programs, specifically Microsoft Word and Excel. Bachelor's Degree in a related field and a current builder's license are preferred.
Certificates, Licenses, Registrations
Must possess a DOE/BPI Energy Auditor Certificate and Must possess a DOE/BPI QCI Certification.
Employees in this position must have reliable transportation and a valid driver's license.
Language Skills
Ability to read and interpret documents such as (safety rules, operating and maintenance instruction, and procedure manuals). Ability to write (routine reports, business correspondence). Ability to speak effectively to other employees of the organization.
Mathematical Skills
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference and volume. Ability to apply concepts of basic algebra and geometry.
Reasoning Ability
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form.
