Summary
As a Training Technical Specialist at Oncor, you will focus on training Transmission Grid Operations (TGO) Controllers and TGO Shift Managers. This position will be responsible for conducting training needs, analysis, design, develop, implement, and evaluate training programs to meet Company needs and comply with applicable requirements using effective instructional methods and technologies. This position will be required to report on site to the Oncor offices in southwest Dallas or other Oncor facility and will not be a remote work position.
Key Roles & Responsibilities
Organizational
- Maintains training records to demonstrate compliance with NERC and other regulatory agency requirements.
- Performs all essential functions and aspects of the job including any other specific job requirements.
- Plans and adapts training sessions based on learner needs.
- Manages time efficiently across multiple sessions.
- Coordinates logistics and resources for training programs.
- Reviews and implements new training technologies to improve the quality and effectiveness of training programs.
- Provide technical support and maintenance of the Operator Training Simulator database and models.
- Develops objectives, lesson plans, training material and performance measures for training topics using a systematic approach to training.
- Develop and deliver simulation exercises relevant to Transmission Grid Operators, Shift Mangers and Transmission Grid Operations (TGO) Support personnel within the Oncor Transmission system.
- Supports compliance to North American Electric Reliability Corporation (NERC) standards requirements by preparation of self-assessments; by documentation of evidence for NERC audits and by providing Requirement Owner functions.
- Evaluates program effectiveness using data and stakeholder feedback.
- Implements process improvements and develops new tools/templates.
Instructor
- Serves as Subject Matter Expert and primary point of contact for instructional quality.
- Innovates and applies advanced instructional quality.
- Delivers high-impact training across diverse audiences.
- Mentors and evaluates junior instructors.
- Provides thought leadership in learning theory and adult education bests practices.
- Leads and evaluates the effectiveness of training programs to ensure task completion while meeting required learning objectives.
- Develops technical operational knowledge and principles of electrical theory and transmission power systems used for the TGO Control Room.
Education
- High School Diploma, GED or equivalent is required for all.
- Tech Specialist II - Applicants with an Associates or Bachelor’s degree in a technical field are encouraged to apply.
- Tech Specialist III - Applicants with a Bachelor’s or post-graduate in technical field or engineering are encouraged to apply.
Experience and Skills
Training:
- Experience using verbal, written and simulation teaching methods.
- Working knowledge of and/or ability to provide procedural based training using the ADDIE ( Analyze, Design, Develop, Implement, and Evaluate ) model.
- Excellent verbal and written communication skills.
- Ability to manage and coordinate the daily training activities.
In addition to the above:
Tech Specialist II- Applicants with at least three years’ experience in development and delivery of training programs are encouraged to apply.
Tech Specialist III - Applicants with at least five years’ combined experience as Transmission Operator or in development and delivery of training programs are encouraged to apply.
Power Experience
For both roles
- Knowledge of electrical theory and power system operation in Transmission and/or Distribution systems is required.
- Ability to obtain and maintain Oncor CIP (Critical Infrastructure Protection) Certification is required.
- Applicants with experience with developing standard operating procedures (SOP’s) are encouraged to apply.
- Applicants with Transmission Operator experience are encouraged to apply.
- Applicants with experience with Transmission Management System (TMS) are encouraged to apply.
- Preferred for Tech Specialist II but required for Tech Specialist III: one of the following active NERC certifications RC, TO, or BIT.
- Applicants with ERCOT System Operator Certification are encouraged to apply.
Computer Skills
- Strong working knowledge of Microsoft Office Suite, specifically Outlook, Word, PowerPoint and Excel.
- Applicants with experience with e-learning authoring tools and learning management systems, and multimedia technology are encouraged to apply.
- Applicants with experience with Quality Training Systems (QTS) or Training Data Recording Applications are encouraged to apply.
- Applicants with experience with Improved Transmission Outage Application (iTOA) are encouraged to apply.
- Applicants with experience with Improved Transmission Interruption Reporting (iTIRs) are encouraged to apply.
- Applicants with Experience with OSI Transmission Management System are encouraged to apply.
Measures of Success
- Effectively coordinates the daily training requirements for selected group.
- Ensures documentation and reporting requirements are accurate and on time for all personnel attending all applicable training.
- Ensure trainees maintain all necessary credentials required by Oncor and regulating entities.
- Designs, develops and delivers safe, effective, relevant, technically accurate, and innovative performance-based training that meet Company needs.
- Work activities are coordinated with responsible groups to ensure current training requirements have been satisfied.
