Salary Range $67,852 - $118,741
The N.C. Department of Transportation (NCDOT) Division of Aviation, a recognized leader in air mobility innovation, promotes the economic well-being of North Carolina by developing a safe and robust air transportation system. As the state's aviation authority, the division manages state and federal airport infrastructure development grant projects, in collaboration with local government owners of the state's 72 public airports, the integration of advanced air mobility and unmanned aircraft systems for business and government use, airport professional development, aviation business and workforce development and flight services for state agencies.
The Planning and Environmental Engineer, Engineer III, reports to the Deputy Director of Programs and Planning at the NCDOT Division of Aviation. This position will serve as the division's program manager for the administration and oversight of the State Aid to Airports Program and the Federal Aviation Administration (FAA) Block Grant Program for North Carolina as it relates to planning and environmental requirements. This position works with all 72 public and private airports and provides support with airport planning and environmental issues related to airports.
The Aviation Environmental and Planning Engineer will:
- Oversee the preparation of issue papers on policies, procedures, and guidelines for planning and environmental program areas.
- Manage the division responsibilities under the National Environmental Policy Act (NEPA) and State Environmental Policy Act (SEPA) for general aviation airport projects and emerging technology (advanced air mobility) projects statewide.
- Lead the completion of statewide or regional plans and planning efforts. This may include the statewide aviation system plan, statewide plans and studies related to Advanced Air Mobility, or other special studies and research projects focused on aspects of aviation, multimodal and intermodal movement of people and goods.
Administer the state's cooperative services agreement with the US Department of Agriculture to provide Wildlife Hazard management, training, and mitigation to NC airports.
Management prefers applicants with the following:
- Experience in planning, developing, scheduling, tracking, and completing projects independently or with limited supervision.
- Experience in planning and/or environmental roles related to transportation projects.
- Experience independently making final recommendations that require specialized engineering and/or program knowledge.
- Experience in customer service-related scenarios resolving problems that involve complex engineering concepts to various customer groups, especially regarding planning and environmental matters.
- Experience with computer and software including Microsoft Office software, SAP, CADD, MS Project/Scheduling and GIS.

Bachelor's degree in an applicable field of engineering from an appropriately accredited institution and four (4) years of progressively responsible experience; or an equivalent combination of education and experience.
