Job Summary
Under the supervision of the Licensed Surveyor & Land Use Records Manager, performs non-routine and varied property and other survey and land use assignments. Assists other District staff with investigations of property line issues, complaints, and encroachments. May inspect utility facilities for compliance and location determination. and location determination. Reviews and verifies District real estate records and digitizes these records and files. Assembling land use records including title documents, ALTA/ACSM, topographic, and construction surveys. Research various other sources to obtain and verify land use information for various departmental projects and assists with real estate tax exemptions. Performs other related duties as required.
Typical Duties
Travel to locations to survey the area and record data and assist Surveyor in documenting sites and data points and assists District staff with investigations of property line issues, disputes, complaints, and possible encroachments.
Assists with inspections of Forest Preserve sites to ensure compliance with the terms of approved licenses, easements, agreements or permits. Reviews, digitizes and files license and easement surveys, exhibits and construction documents.
Gather data on land features, boundaries, and elevations using survey instruments such as GPS, theodolites, and levels. Provides data about topography and geographic measurements to support map making.
Conducts field surveys to verify property boundaries and property matters, takes photos and prepares documentation about conditions and work involved at survey sites under the direction of the Licensed Surveyor.
Search, locate and recover markers, including stones and property irons, and set out stakes and other markers.
Lay out grids and position rods, operate measuring equipment, including theodolites, prisms and electronic tools.
Clear brush and transport tools and materials over uneven terrain, retrieve stakes, rebar and other miscellaneous materials from the site.
Inspects construction activities and reports on those activities.
Uses mathematical calculations to determine quantities and areas.
Assists with Land Use correspondence, taking meeting notes, record keeping and digitization of Land Use records.
Research District real estate records and files, Cook County Recorder of Deeds documents, Cook County Assessor information, Sidwell maps, and various other sources to obtain necessary real estate information for various departments and projects.
Assists in the review, preparation, and filing of real estate tax exemptions with the Cook County Assessor.
Assists in the preparation and filing of tax property identification number consolidations and recordings.
Minimum Qualifications
Must possess a bachelor's degree in Land Surveying, Mathematics or related field from an accredited college or university AND at least 1 year of work experience interpreting legal descriptions, plats, surveys, plans, contract specifications, and field layouts.
OR
Must possess an associate degree in Land Surveying, Mathematics or a related field from an accredited college or university AND at least 2 years of work experience interpreting legal descriptions, plats, surveys, plans, contract specifications, and field layouts.
OR
Must possess a high school diploma or GED AND at least 4 years of work experience in construction site inspection and surveying AND at least 2 years of work experience interpreting legal descriptions, plats, surveys, plans, contract specifications, and field layouts.
Must possess a valid driver's license.
Preferred Qualifications
Possession of a Certified Land Surveying Technician Certificate;
OR
Licensed Surveyor In Training Certificate;
OR
Professional License Surveyor Certificate.
Knowledge, Skills, Abilities And Other Characteristics
General knowledge of the principals, practices and techniques of land surveying.
Considerable knowledge of standard sources of surveying information, boundary work, instrument use, GPS, total stations and computer use.
Ability to prepare, read and interpret construction plans and plats of survey.
Ability to perform advanced mathematical calculations related to land
Skill in interpreting legal descriptions, plats, surveys, plans, contract specifications and field layouts.
Knowledge of real estate systems and terminologies such as plats and legal descriptions.
Ability to effectively manage multiple projects at one time, to shift priorities as required, and to maintain accurate and precise records and files.
Skill and ability to communicate appropriately with diverse groups.
Ability to interpret District policy and procedures and to maintain working relationships with other departments, outside agencies, and the public.
Knowledge and ability to communicate plans throughout the levels of rank and title.
This position requires traveling to work assignments for which the employee must provide his or her own adequate means of transportation.
