Position Title: Site Manager
Location: Aurora, Colorado
Clearance Requirements: TS/SCI with CI Poly
Position Status: Full Time
Pay Rate: $200.000-$220,000
Position Overview:
This role oversees a moderate-risk Operations & Maintenance contract that includes construction projects, procurement, and central plant operations for a secure U.S. Government site. The Program Manager will provide leadership, technical direction, and operational oversight to ensure contract execution, compliance, and client satisfaction. This is an on-site position with direct client interaction.
Key Responsibilities:
- Lead and supervise contractor and subcontractor staff executing the facilities management program at a secure government site.
- Develop a thorough understanding of the prime contract and all related subcontracts.
- Maintain a strong focus on Health, Safety, and Environmental (HSE) priorities across all phases of the project.
- Serve as primary contact for the client's Plant Manager, ensuring open and consistent communication.
- Manage maintenance, modifications, and outage activities in line with contract requirements.
- Coordinate plant maintenance planning with power operations for full integration.
- Ensure all project performance metrics-safety, quality, cost, and productivity-are met.
- Oversee daily Program Management Office (PMO) operations and deliverables.
- Support staffing, organizational structure, and personnel development efforts.
- Maintain accurate, timely project reporting, including closeout documentation.
- Collaborate with project controls to manage cost, schedule, and change control processes.
- Coordinate technical and schedule needs between design, procurement, material management, and construction.
- Manage vendor relationships and third-party interface requirements.
- Ensure compliance with secure computing facility and systems management procedures.
- Oversee invoicing, accounts receivable follow-up, and cash flow management.
- Provide input on proposals, execution planning, scheduling, and estimating for new work.
- Mentor staff, provide training, and manage performance evaluations.
- Travel as needed to support program objectives.
Basic Qualifications:
- Bachelor's degree (or equivalent combination of education and 16+ years of relevant experience).
- Minimum 12 years of work-related experience, including 7+ years managing projects of similar size and scope.
- Must be on-site during normal business hours; remote work not permitted.
- Must be able to respond to site within 2 hours for after-hours emergencies.
- Strong communication skills with the ability to work across diverse stakeholders.
- Demonstrated knowledge of applicable statutes, guidelines, and industry best practices.
Preferred Qualifications:
- 4+ years supporting the Intelligence Community.
- Engineering background; Professional Engineer license preferred.
- Experience leading Service Contract Act (SCA) employees.
- Spanish language proficiency.
- Program management certification and/or process improvement experience.
- Familiarity with SAP, Costpoint, and AutoCAD.
- Construction site and safety program experience.
- Proven success as a Project Manager on at least two small-to-medium projects, or significant roles on large-scale EPFC/CM projects.
- Experience in planning and scheduling for power and plant operations.
