ABOUT THE Division General description We are seeking a Contract Administration Manager with extensive experience in contract administration. Duties include development, negotiation, and management of multiple large-scope contracts to monitor performance, participant satisfaction, and compliance. Skills in contract administration, problem resolution, attention to detail, and the ability to make critical decisions in a fast-paced, high-profile environment are essential. Knowledge of State of Texas procurement and contracting procedures and laws is preferred. The successful candidate will have an opportunity to be part of the team that will launch the new statewide education savings account program created by Senate Bill 2, 89th Legislative Session. Work Hours 8 a.m. to 5 p.m., Monday through Friday, 40 hours. Occasional weekend and/or late-evening work may be required. Actual work hours may change based on business need. Must be able to work flexible hours during legislative sessions and as needed. The position may be eligible for a flexible/hybrid work schedule if certain conditions are met; working arrangements may change at any time as business necessitates. Qualifications Minimum Qualifications Bachelor's degree in business, public administration, or project management. Five (5) years of experience with contract development, negotiation and management. Five (5) years of experience in developing requests for proposals. Five (5) years of experience with Microsoft Office. Preferred Qualifications Additional five (5) years of experience with contract administration, development, negotiation, management, or monitoring. Demonstrated knowledge of State of Texas regulations and policies regarding contract development, purchasing, monitoring and management. Experience working with similar school choice programs. Substitution One (1) additional year of work experience with general business practices or contract management, contract monitoring, or project management may substitute for thirty (30 semester hours) of the required education with a maximum substitution of 120 semester hours (four years). Licenses/Certifications Required: Certified Texas Contract Developer (CTCD) certification must be obtained within 6 months of employment. Certified Texas Contract Manager (CTCM) certification must be obtained within 12 months of employment. Preferred: Certified Texas Contract Developer (CTCD) certification. Certified Texas Contract Manager (CTCM) certification. In this role you will: The Contract Administrator: Oversees or prepares the scope of work, specifications, and conditions for new contracts; prepares contracts; leads negotiation strategies; and awards new contracts. Oversees the operations and activities of monitoring contract performance, including developing and tracking key metrics. Oversees or conducts on-site visits to contractors to examine billings, fiscal data, and eligibility determinations for compliance with contract terms and agency policies. Oversees and coordinates the processing of contract documents to ensure that management understands and authorizes contract terms. Assists in overseeing contract services including, but not limited to, those provided by certified educational assistance organizations (CEAOs), auditors, and outside counsel, ensuring compliance with contract terms and conditions. Serves as the principal contract liaison between contractors and management. Responsible for contract management including assessment of risk, verification of contractor performance, monitoring compliance with deliverables and reporting requirements, enforcement of contract terms, monitoring of Standards of Performance, and ensuring contract performance and practices are consistent with applicable rules, laws, and the State of Texas Procurement and Contract Management Guide. Develops and/or drafts RFPs for contract services, including CEAOs, consultants, outside counsel, and audit. Assists in evaluation of proposals and contract negotiation and execution. Prepares needs assessment, specifications, scope of work, and determines procurement method and evaluation criteria. Assists in identifying, onboarding, and compliance of ESA marketplace vendors, including private schools and providers of educational services and products. Develops short- and long-term strategies and goals for administration of contracts. Reviews, analyzes, and costs legislation related to program and contract procurement. Assists in developing reports, including those required by Education Code, Subchapter J. Assists program auditor and State Auditor in audits of the program. Performs other related duties as assigned.
