Under the general direction of the Assistant Director of Engineering, oversees all aspects of significant capital construction projects. Responsibilities include managing, coordinating, and administering projects from initial concept and planning to construction procurement, bid review, and contract negotiation. Communicates directly with contractors and designers regarding project costs, staffing, and scheduling. Prepares project status reports and ensures that construction activities and materials comply with contract specifications and design plans.

  • Oversees multiple capital projects from conceptual layout to completion, including preparing estimates, schedules, and cost controls; enforcing contractual requirements; and conducting periodic job inspections.
  • Serves as the Town's representative for municipal building, park, and facility construction projects to ensure on-time delivery within budget.
  • Collaborates with internal and external project team members in developing architectural, structural, mechanical and electrical plans and specifications, ensuring full compliance with contract requirements and performance standards.
  • Applies knowledge of construction practices, techniques, ADA requirements, and relevant federal, state, and local laws, codes, and regulations; contract law; project controls; and building support systems.
  • Performs professional and technical tasks related to reviewing, implementing, and overseeing capital construction projects, including ensuring code compliance and assisting construction inspectors in resolving contractor and field issues.
  • Interprets project plans and job specifications to provide guidance during construction.
  • Prepares reports and periodic updates on assigned capital construction projects for Engineering, Town Council, Town Management, and the general public. Conducts weekly construction progress meetings as needed.
  • Reviews architect, engineer, and contractor cost estimates, change orders, submittals, and pay requests for appropriateness, accuracy, and conformance with industry standards.
  • Adheres to departmental, personnel, and safety policies and procedures.
  • Performs other related duties as assigned.
  • Bachelor's degree in construction management, engineering technology, construction science, or a related field is required. Must have a valid state-issued driver's license and driving record must be in compliance with Town policy.
  • Minimum of five (5) years of experience in a related field is required.
  • Seven (7) or more years of Construction Management experience may be substituted for a degree.

Knowledge/ Skills / Abilities

  • Ability to work independently under the general direction of the Assistant Director of Engineering, coordinating with Public Works staff to ensure compliance with Town codes and engineering guidelines.
  • Strong leadership, organizational, budgetary, and personnel management skills; able to manage multiple projects, meet deadlines, and make sound decisions under pressure.
  • Excellent verbal and written communication skills with the ability to prepare and present technical materials professionally.
  • Effective at building and maintaining productive working relationships with contractors, architects, engineers, developers, utilities, regulatory agencies, and Town officials.
  • Broad knowledge of architecture, engineering, and construction practices, including commercial construction techniques, standards, and materials for municipal buildings, facilities, infrastructure, roadways, bridges, trails, landscaping, water, wastewater, storm drainage, grading, retaining walls, erosion control, and basic surveying.
  • Knowledge of relevant laws, codes, regulations (including ADA), contract law, project controls, and building support systems.
