The purpose of this position is to investigate, address and enforce City ordinances and protect the health and safety of the City's citizens. This is accomplished by conducting physical inspections, responding to complaints of code violations and facilitating and investigating illegal dumping and tampering of water services. Other duties may include assisting the general public, providing administrative support and interfacing with other City employees and citizens. This position does not provide direction to other employees.

This position can also be filled as a Code Compliance Officer or a Sr. Code Compliance Officer.

Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Enforces City codes and ordinances for sign, zoning, property maintenance, and swimming pools by conducting inspections, investigating violations, taking photographs, removing illegal signs, conducting a variety of tests of swimming pools, issuing notices and citations and conducting follow-up investigations.
  • Responds to complaints about code violations by notifying and informing establishments of violations to City ordinances, conducting inspections, issuing citations and ensuring establishments meet Federal and State codes.
  • Investigates violations of illegal dumping and tampering of water services by investigating illegal water connections and reports of illegal dumping, photographing violations, gathering evidence for court cases, issuing citations, testifying in court and coordinating the removal and disposal of illegal and/or hazardous material and debris.
  • Assists the general public by answering the telephone, responding to inquiries and providing information on departmental and City policies and procedures.
  • Provides various form of administrative service by writing notices and citations, generating reports, maintaining files and records, preparing memos and correspondence, inputting case information into a database, researching legal information and reviewing incoming mail.

Education & Experience

Work requires broad knowledge in a general professional or technical field. A typical way to obtain the required qualifications would be:

  • Work requires the ability to read and understand written instructions, to understand simple processes and the routine operation of machines. Level of knowledge equivalent to four years of high school.
  • One year of customer service experience.

Certification and Other Requirements

  • Valid Class C Driver's License

  • Ability to obtain registration as a Registered Code Enforcement Officer with the Texas Department of Licensing and Registration within twelve months of employment

Overall Physical Strength Demands

Medium: Exerting 20-50 lbs. occasionally, 10-25 lbs. frequently, or up to 10 lbs. constantly.

Knowledge of:

  • City codes, ordinances, zoning regulations, and property maintenance standards.
  • Federal and State health, safety, and environmental regulations applicable to code enforcement.
  • Procedures for investigating, documenting, and resolving code violations.
  • Evidence collection, preservation, and courtroom testimony practices.
  • Safety protocols for handling hazardous materials and waste.
  • Principles of customer service and public communication.
  • Report writing, recordkeeping, and case file management.
  • Use of inspection tools, testing equipment, and digital case management systems.

Skill in:

  • Conducting thorough inspections of properties, signage, swimming pools, and water service connections.
  • Identifying, documenting, and photographing code violations for enforcement actions.
  • Issuing notices, citations, and follow-up correspondence in compliance with regulations.
  • Gathering and presenting evidence for court proceedings.
  • Investigating and coordinating cleanup of illegal dumping sites.
  • Performing swimming pool water testing and interpreting results.
  • Using databases, software, and mobile devices for case tracking and reporting.
  • Communicating professionally with residents, businesses, and other agencies.
  • Managing multiple investigations and administrative tasks efficiently.
