ABOUT THE POSITION
The Clark County Regional Flood Control District (RFCD) is seeking qualified candidates to apply for the RFCD Principal Civil Engineer position. As a member of our team, you will oversee the planning, design, construction, and maintenance of flood control projects, ensure regulatory compliance, and support infrastructure development. This role involves engineering/cost assessments, drainage study reviews, and coordination with staff and governmental agencies to implement the capital improvement program and Master Plan Updates. Ideal candidates will have expertise in hydrologic/hydraulic modeling, drainage design, and floodplain management.
This examination will establish an Open Competitive Eligibility list to fill current and/or future vacancies that may occur within the next six (6) months or may be extended as needed by Human Resources.

MINIMUM REQUIREMENTS
Education and Experience: Bachelor's Degree in Engineering AND five (5) years of full-time professional level flood control engineering, design and project management experience. Equivalent combinations of formal education and appropriate related experience may be considered.

Working Conditions: Work with exposure to potential hazards at various construction sites. May be subject to emergency or off-shift call out, depending upon the department to which assigned.
Licensing and Certification: Must possess a valid Nevada Class C driver's license at time of appointment. Must possess valid registration as a professional engineer (P.E.) in the State of Nevada. If registered in another state, must obtain Nevada registration within one (1) year of the date of hire.
Background Investigation: Employment is contingent upon successful completion of a background investigation. Periodically after employment background investigations may be conducted.

EXAMPLES OF DUTIES
- Confers with engineering consultants and municipal and county project engineers to identify scope of work, develop schedules, and establish design criteria and applicable regulations for design and construction of flood control infrastructure projects.
- Confers with municipal and county flood plain managers to interpret and apply RFCD policies and local, state and federal flood plain management regulations to regulate private development within flood-prone areas.
- Conducts feasibility and cost studies.
- Develops engineering solutions to technical problems related to design and construction of detention basins, channels, storm drains, and bridges.
- Recommends alternative approaches, including the use of new methods and materials.
- Conducts multi-disciplinary reviews of engineering designs, contract documents, specifications, and improvement plans for RFCD-funded projects.
- Serves as a resource and recognized as an expert on flood control infrastructure design and construction issues within the engineering consulting community.
- Recommends design revisions to improve performance or cost effectiveness of proposed flood control facilities.
- Provides oversight of construction progress and quality of RFCD-funded flood control facilities.
- During construction, assists entity personnel in contract administration through technical review and budgetary approval of contract changes.
- Participates in writing requests for proposal and contract specifications for design and construction services; participates in the selection of contractors and administers professional service contracts.
- Maintains liaison with various regulatory, utility, governmental, municipal and County staff; ensures that flood control regulations and design criteria are met in assigned projects.
- Administers contracts and confers with consultants, engineers, and construction contractors; schedules projects; provides technical oversight; inspects work in progress and ensures that all work complies with contract specifications and applicable codes and standards.
- Coordinates with and provides technical oversight of staff performing construction management; provides project leadership or supervision to staff, including work assignment, review and evaluation; may participate in selection and disciplinary procedures.
- Reviews and authorizes requests for payment and change orders; tracks and documents project costs.
- Confers with maintenance staff and recommends solutions to facility design, maintenance and operational problems.
- Maintains accurate records and prepares a variety of periodic and special reports.
- Drives a personal or RFCD motor vehicle to project sites and meetings.
- Monitors developments in equipment, materials and techniques in the civil engineering design and construction field; gathers information, develops alternatives and makes recommendations.
- Contributes to the efficiency and effectiveness of RFCD's service to its customers by offering suggestions and directing or participating as an active member of a work team.
