Civil Construction Estimator Location: San Antonio, TX Salary: $120-000-$140,000 Position Summary The Civil Construction Estimator is responsible for developing accurate, competitive, and compliant cost estimates for transportation and infrastructure projects, with a primary focus on DOT-funded scopes. Key Responsibilities Analyze project plans, DOT standard specifications, special provisions, and addenda to prepare responsive cost estimates. Conduct detailed quantity take-offs for roadwork, structures, traffic signals, storm drains, and utility scopes using Bluebeam and Excel. Develop comprehensive cost estimates in HeavyBid utilizing production data, crew rates, and DOT bid item codes. Coordinate with subcontractors and suppliers to scope bids and align quotes, ensuring compliance with DOT DBE, EEO, and HUB requirements. Maintain current pricing libraries for materials, equipment, and labor in alignment with DOT unit cost trends. Prepare complete bid proposals including itemized bid tabs, proposal forms, schedules of values, and any required supporting documentation. Collaborate with Project Managers and Division Managers to validate production assumptions, identify risk items, and assess constructability. Lead vendor and subcontractor communications for quote solicitation, scope verification, and DOT certification compliance. Document bid histories, maintain estimating logs, and manage Dropbox folders and submission calendars. Contribute to the refinement of estimating SOPs, templates, and DOT-specific workflow documents. Attend pre-bid meetings, site visits, and interviews with owners, providing insight into strategic approaches and win themes. Qualifications & Skills Bachelor's degree in Civil Engineering, Construction Management, or related field preferred. 5+ years of experience in civil estimating, including at least 3 years of direct experience with bridge construction projects. Proficient in HeavyBid, Bluebeam, and Microsoft Excel. Deep understanding of DOT bid structures, specifications, and compliance programs such as DBE and HUB. Strong analytical skills with the ability to interpret scope and develop complete and competitive proposals.
