The Chief Estimator will lead and manage the estimating function for OHLA USA’s Southeast Region. This role is responsible for overseeing the preparation of competitive bids and proposals for roadway, civil infrastructure, and paving projects across the region. The Chief Estimator will develop bid strategies, direct estimating teams, and ensure the delivery of accurate, timely, and competitive estimates aligned with company goals. This position works closely with leadership, project management, engineering, and procurement to maintain a strong pipeline of successful project awards.
ResponsibilitiesLeadership & Department Oversight
- Lead, mentor, and manage the regional estimating team, fostering collaboration and performance excellence across the Southeast Region.
- Establish and maintain standardized estimating processes, tools, and best practices to ensure accuracy and efficiency.
- Allocate resources and assign estimating responsibilities based on project scope and complexity.
Estimating & Proposal Management
- Direct the preparation of detailed cost estimates for heavy civil, roadway, paving, and infrastructure projects throughout the Southeast Region.
- Oversee quantity take-offs, pricing, subcontractor/supplier outreach, and risk analysis for each bid.
- Ensure all bids meet technical, contractual, and regulatory requirements, including FDOT, county, and municipal specifications.
- Coordinate and lead bid reviews with regional and corporate leadership, ensuring alignment with strategic objectives.
Collaboration & Communication
- Partner with operations, engineering, and procurement teams to validate constructability, schedule feasibility, and resource requirements.
- Build and maintain relationships with subcontractors, suppliers, and vendors to secure competitive pricing.
- Represent the company at pre-bid meetings, site visits, client presentations, and industry events.
Business Development & Strategic Planning
- Collaborate with leadership to identify opportunities, prioritize pursuits, and develop winning strategies.
- Monitor competitor activity, market trends, and industry developments to maintain a competitive edge.
- Support the development of long-term estimating capabilities, tools, and training programs for the team.
Qualifications
Education & Experience
- Bachelor’s degree in Civil Engineering, Construction Management, or related field preferred.
- Minimum of 15+ years of estimating experience in heavy civil construction, with at least 5 years in a senior or chief estimator role.
- Demonstrated success in winning large projects.
Skills & Competencies
- Expert knowledge of estimating principles, cost control, and construction means/methods.
- Proven leadership and team management skills in a multi-office, multi-project environment.
- Proficiency in estimating software (e.g., HCSS HeavyBid), Microsoft Office Suite, and P6.
- Excellent analytical, negotiation, and communication abilities.
- Ability to work under tight deadlines while managing multiple concurrent bids.
Work Environment
- Based in Miami, FL, with occasional travel to Florida offices, project sites, pre-bid meetings, and industry events.
- Office-based leadership role with significant collaboration across regional teams.
