Under the general direction of the Deputy Director of Community and Economic Development-Building and Fire Safety, to supervise, assign, oversee, and participate in the building inspection functions within a designated area of the County; to ensure compliance with laws and building codes; to assist with building ordinance revision and development; to inspect buildings and structures for conformance with building codes and approved plans; to review building plans and specifications for proper design and code conformance; to approve building permits; to answer questions concerning code enforcement and structural requirements for the public, architects, and engineers; and to do related work as required.
SUPERVISION EXERCISED
Exercises direct supervision over lower level staff.Supervises, assigns, coordinates, reviews and participates in the work of staff responsible for providing building inspection functions within an assigned area of the County; oversees and participates in the enforcement of laws, codes, and ordinances dealing with standards for commercial, industrial, and residential structures; directs and performs plan checking functions; makes field inspections of building construction to ensure compliance with applicable codes, ordinances, regulations, building plans, and specifications; ensures that proper quality building materials are being used; identifies and ensures correction of defects in construction work including electrical, plumbing, mechanical, concrete, framework, masonry, lathing, plastering, and tile construction; calculates foundation, stress, square footage, and support requirements for plan checks; prepares lists of corrections for plans and specifications; issues notices of non-compliance; investigates complaints regarding code violations; authorizes electrical and gas service for all installations; provides consultation on building inspection and ordinance development; assists with budget development and expenditure control; assists with development and recommends changes in fee schedules; assumes responsibility for maintenance of building inspection records; coordinates building inspection functions with other County departments and government agencies; may represent the County at hearings on illegal construction; explains and interprets applicable codes and ordinances for contractors and the general public.

EDUCATION AND EXPERIENCE
Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:
Experience:
Four (4) years of increasingly responsible work experience as a residential/commercial building inspector, building trades work, plan checking, and code enforcement including one (1) year of experience comparable to that of a Building Inspector III with Madera County.
License or Certificate:
- Possession of valid certification as a Commercial Building Inspector, Commercial Electrical Inspector, Combination Dwelling Inspector, Combination Inspector, Plans Examiner, or Plumbing Inspector, issued by the I.C.C. (International Code Council).
- Certification as a Certified Access Specialist (CASp) from the State of California Division of the State Architect (DSA) is highly desirable.
- Possession of, or ability to obtain by date of appointment, an appropriate, valid driver's license issued by the Department of Motor Vehicles in the State of California.
Special Requirements:
Essential duties require the following physical skills and work environment:
Ability to sit, stand, walk, kneel, crouch, stoop, squat, crawl, twist, climb, and lift 25 lbs.; exposure to cold, heat, noise, outdoors, chemicals, explosive materials, mechanical hazards, and electrical hazards; ability to travel to different sites and locations.

Depending upon the number of applicants meeting the minimum qualifications, applicants may be scheduled for one or more of the assessments listed below. Of those passing the initial assessment, only the top 15 will move forward to the appraisal panel. Passing score is 70% out of 100% on each assessment section. If only one assessment is conducted, the weight for that assessment will be 100%.

PLACEMENT ON THE ELIGIBLE LIST:
The Civil Service Commission may limit the number of qualified applicants eligible to participate in the examination process. If two or more candidates have the same total final score on an examination, they shall be ranked in order of their scores in that portion of the examination which has the greatest weight. The names of two or more eligibles having final ratings which are identical shall be grouped on the eligible list as tie names with equal rank for certification and appointment purposes.
Candidates who are successful in all phases of the examination process will be placed on an eligible list, in rank order based on a calculation of their total score from the examination process. The eligible list established by this recruitment will be active for a minimum of six (6) months or one (1) year, unless otherwise determined by the Director pursuant to section 6-4 (b) and may be extended for up to an additional year by the Commission.
PRE-EMPLOYMENT MEDICAL REQUIREMENTS:
