The Prince George's CountyHousing Authorityis currently seeking qualified applicants to fill a Modernization Construction Project Manager (Contract Project Coordinator 3),grade A24 position, in thePublic Housing & Asset Management Division.
About the Position
This position represents a vital role in senior-level professional office and field engineering, along with crucial administrative responsibilities. The selected candidate will play a key part in reviewing engineering and architectural plans and specifications, which are essential to monitoring County construction projects. This role not only evaluates construction-related challenges but also drives the timely and efficient completion of these projects. Incumbents are expected to lead and inspire subordinate contract project coordinators, fostering teamwork and accountability in achieving their objectives. The job entails extensive collaboration and communication with various County organizations and private firms, making it essential for ensuring successful construction operations. All tasks are conducted in alignment with established departmental and County policies and procedures, under the guidance of a technical superior. Performance will be rigorously evaluated based on criteria such as timeliness, accuracy, and full compliance with established guidelines, rules, and regulations, ensuring that every assignment is executed with the utmost professionalism and dedication..
About the Agency
The Housing Authority of Prince George's County, Maryland (HAPGC) provides Prince George's County residents with low-to-moderate incomes with safe, decent, and affordable housing. The HAPGC receives federal funds directly from the U.S. Department of Housing and Urban Development (HUD) to administer the Housing Choice Voucher program (HCV) and Public Housing Programs. Most of the affordable housing assistance is in the form of rental units that must meet rigorous housing quality standards. The HAPGC also provides its participant families with programs that encourage them to become self-sufficient which may potentially lead to homeownership opportunities. The Housing Assistance Division (HAD) and Housing Choice Voucher Division (HCVD) administer and implement the federal rental assistance and public housing programs for the County.
Examples of Work
- Leads subordinate employees in executing their assigned duties related to both office and field engineering work.
- Conducts regular, proactive on-site visits to construction projects to effectively monitor progress; facilitates productive field progress meetings; thoroughly reviews change orders; and ensures timely verification and processing of payments to architects, engineers, and general contractors.
- Reviews diligently project plans, specifications, and cost estimates at each submission phase, guaranteeing strict adherence to contractual requirements.
- Identifies conflicts or discrepancies while verifying the overall reasonableness and mathematical accuracy of estimates.
- Generates comprehensive reports and records on project status, including progress updates, completion dates, delays, and vital information necessary for successful project execution.
- Collaborates and coordinates proactively with architects, contractors, engineers, inspectors, and various agencies to:
Clearly explain, clarify, and resolve actual or potential issues pertaining to the review and analysis of construction plans, specifications, and drawings.
Initiate decisive actions to ensure unwavering compliance with project plans, specifications, codes, policies, and procedures.
Adjust plans and specifications as required to maintain project integrity.
- Prepares and meticulously reviews contract documents to guarantee absolute compliance with all County policies, administrative procedures, and state and national standards.
- Works collaboratively with the County purchasing agent in crafting detailed specifications and meticulously inspecting received construction materials.
- Assists effectively in the inspection of County building construction projects to uphold quality standards.
- reviews diligently documents, purchasing ordinances, building codes, and relevant professional publications to ensure peak job proficiency.
- Assumes the duties and responsibilities of the supervisor in their absence, ensuring continuity and effectiveness.
- Utilizes automated equipment in conjunction with assigned duties and responsibilities as needed.

Qualifications
- Graduation from college with major course work in structural or civil engineering, architecture, or other related fields appropriate to the work such as contract administration or construction management.
- Three (3) years of experience in inspection, construction supervision or construction engineering.
Any equivalent combination of relevant training, education and experience mayalso be considered.
Preferred Qualifications
Demonstrated knowledge and experience with Construction Management and Contract Administration.
Good verbal and written communication skills (interaction with supervisors, agencies, organizations, communities, and contractors is required).
Must be competent with use of computers, including Microsoft Office applications such as PowerPoint and Excel.
