DHSR Construction Section regulates the physical plant compliance of all licensed health care, residential care and jail facilities in North Carolina. The Division of Health Service Regulation (DHSR) provides for the health, safety and well-being of individuals through effective regulatory and remedial activities including appropriate consultation and training opportunities and by improving access to health care delivery systems through the rational allocation of needed facilities and services. The Construction Section reviews plans and specifications, makes on-site inspections and provides consultation to ensure a safe and proper environment for patients, residents and inmates.

As the Life Safety Supervisor, you will supervise, train, schedule, and review the work of Life Safety Surveyors. This position also conducts compliant investigations of physical plant.

Primary responsibilities include:

Manages all aspects of the Life Safety Teams' responsibilities and activities for facilities requesting to be certified for federal reimbursement under the Title 18 & 19 programs (Hospitals, Nursing Homes, ICF/IID Group Homes, Ambulatory Surgical Centers, Hospices, etc.).

Ensures compliance with established minimum standards as they relate to life safety, facility function, and adequate environment and reports all findings to the Section Chief who is the Acting State Fire Authority for these two programs.

Conducts complaint investigations of facility physical plant.

Provides support and advice to the Section Chief when difficult engineering and life safety code issues/questions arise that require in depth engineering experience.

Provide consultations and improve and maintain awareness of the regulations and codes that govern efforts to be licensed and/or certified to the public, department institutions, other agencies, and other sections within the Division.

Support and promote cost effective construction and maintenance practices of those facilities under the Division's oversight in a manner that does not compromise physical environment quality or patient safety.

Management Preferences:

  • Demonstrated knowledge and thorough understanding of the intent and requirements of the Life Safety Code (NFPA 101), Federal Regulations and the NC State Building Codes as related to physical plant compliance for healthcare facilities for the Medicare/Medicaid federal programs.

  • Demonstrated knowledge and thorough understanding of Aspen and ACTS databases and Centers for Medicare/Medicaid (CMS) documentation requirements.

  • Documented experience in managing and/or providing training or instruction to staff.

  • Ability to prepare work plans, review the work, and evaluate the performance of others.

  • Demonstrated experience communicating technical information and/or recommendations to state, federal or local officials, other state agencies, stakeholders, or general public in written or oral form.

Bachelor s degree in an applicable field of engineering from an appropriately accredited institution and four (4) years of progressively responsible experience including two (2) years of supervisory experience; or an equivalent combination of education and experience. Necessary Special Qualification May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
