SDOT is excited to announce a new position for a highly collaborative Associate Civil Engineer Specialist under the City's classification title of (Civil Engineer Specialist, Associate). This position is critical to the success of the Seattle Department of Transportation (SDOT) Americans with Disabilities Act (ADA) Program and the goal to improve accessibility in the public right-of-way. In this position, you will perform planning, technical civil engineering, and construction-related compliance activities, including drafting and design; inspecting construction projects and materials; reviewing plans, specifications, and development proposals. This Associate Civil Engineer Specialist will perform assessments, take photographs, measurements, and collect detailed data on ADA compliance via custom GIS data collection applications. Additionally, in this role, you will help identify and provide solutions to accessibility issues found in the field. This position coordinates with ADA Program staff as well as other internal departments and external stakeholders. This position reports to a Senior Civil Engineer.

  • This work requires knowledge and the application of various civil and traffic engineering design guidelines and manuals, including but not limited to the Manual on Uniform Traffic Control Devices (MUTCD), City of Seattle Standard Plans and Specifications, Americans with Disabilities Act Standards, Public Rights-of-Way Accessibility Guidelines (PROWAG), relevant City of Seattle Director's Rules, and SDOT's ADA Policies and Technical Memoranda.
  • Performs detailed computer-aided, ink, or pencil drafting of drawings and maps, including base maps, cross sections, topographical maps, contract plans, as-built drawings, sketches, and graphs.
  • Makes right-of-way and alignment calculations.
  • Updates existing maps and drawings.
  • Assists in preparing preliminary and final construction estimates and specifications for construction projects.
  • Assists in preparing bid item lists and estimated quantities. Updates construction cost data records.
  • Visits work site to meet with crew chiefs and contractors before construction begins, checking and approving layout, performing form checks, conducting Curb Ramp Inspection Application (CRIA) or other ADA-related inspections, and compiling punch lists for ADA-related infrastructure before closeout of any project to ensure that work performed by City crews and contractors is constructed according to approved site plan and by local, state, and federal accessibility requirements and standards.
  • Reviews plans and development proposals for ADA compliance as well as impacts related to utilities, traffic, transportation, and street improvements.
  • Recommends revisions and permit requirements to mitigate the negative impacts of development and ensure plans conform to City policies.
  • Verifies project maximum extent feasible (MEF) documentation with as-built conditions and performs data collection and data entry using SDOT's CRIA when applicable.
  • Responds to inquiries from the public and other departments about the process, requirements, and procedures of the development process.
  • Investigates and resolves complaints from the public.
  • Coordinates and updates ADA-related infrastructure within SDOT's asset management system, such as engineering plans and MEF documentation, inspection reports, and permit data.
  • Performs other related duties of a comparable level/type as assigned.
  • Supports departmental goals in promoting diversity and social justice.

Minimum Qualifications:

Education: Associate Degree in Civil Engineering Technology or two years of college-level coursework in engineering and construction technology.

Experience: Requires two years of civil engineering experience.

OR: A combination of education and/or training and/or experience which provides an equivalent background required to perform the work of the class.

Desired Qualifications:

  • Specific civil engineering experience in the design of pedestrian and transit facilities, roadways, infrastructure, and improvements related to public works transportation facilities.
  • Strong proficiency in MS Word, MS Excel, SharePoint, Adobe Professional, AutoCAD, Civil 3D, and Geographic Information Systems (GIS).
  • Familiarity with City of Seattle, WSDOT, NACTO, MUTCD, City/County roadway design standards, and SDOT's Curb Ramp Inspection Application (CRIA).
  • Knowledge of the principles and practices of civil and construction engineering, including methods, materials, equipment, and techniques used in civil engineering, construction, and inspection.
  • Ability to read and interpret plans, standard plans and specifications, construction schedules, contracts, and other construction documents to ensure contract compliance.
  • Willingness to work in the field during all types of weather, traffic, and work in or near construction sites.
  • Ability to effectively communicate with a wide diverse population.

Other Requirements:

  • Work is typically performed, in a hybrid work environment in which, a minimum of 3 days of work is completed in a city office, and 2 days of the work is completed remotely in a regular 40 hour work week.
  • Field assignments entail exposure to all types of weather, traffic, hazardous/toxic substances, and work in or near construction sites.
  • May be required to lift over 50 pounds.
  • May be required to stand, walk, or bend for extended periods of time.

Licenses:

  • Current Washington State driver's license or evidence of equivalent mobility.

The City's full salary range for this position is $51.74 - $60.23 hourly.
