POSITION SUMMARY:
Responsible for the financial administration of the Greater Orlando Aviation Authority's (GOAA) federal and state grant awards and liaison with Manager, Contracts & Grants and other GOAA staff in the compliance functions of awards. Coordinate and assist with post issuance tax compliance procedures and monitoring of bond proceeds spending, including analysis of spending of interim funding. Assist with the preparation of Schedule of Federal Awards and State Financial Assistance.
MINIMUM REQUIREMENTS:
Bachelor degree in Accounting and (5) years of related grant accounting/finance experience, or an equivalent combination of related education, training, and experience. Experience with financial grant administration and compliance preferred. Experience with an airport authority, FAA, FDOT, or equivalent is desired.
Strong knowledge of grant funding policies and procedures and applicable federal, state and local regulations
Strong knowledge and understanding of the Uniform Guidance and Office of Management and Budget Circular audit requirements, including Uniform Guidance (2 CFR Part 200)
Current technical accounting skills including knowledge of GAAP, GASB and financial reporting practices for enterprise fund accounting preferred
Knowledge of COSO internal controls framework and Single Audit requirements for grants
Knowledge of COSO internal controls framework for Passenger Facility Charges is desirable
Able to interpret detailed information complex contracts and financings and provide analysis to senior management.
Knowledge of commercial construction pay applications, retainage payable and GMP contracts desirable
Knowledge and experience of various financial areas and handling multiple responsibilities
Excellent oral and written communication skills, as well as interpersonal skills
Extensive knowledge of spreadsheet software with demonstrated ability to create complex spreadsheets, graphs, charts or other reports
Valid Florida driver's license
Certified Public Accountant license desired
