UNCLASSIFIED POSITION IN THE FULTON COUNTY SHERIFF'S OFFICE

JOB SUMMARY

The Project Manager is responsible for the full life-cycle management of a diverse portfolio of projects within the Fulton County Sheriff's Office. This includes, but is not limited to, projects in the following areas: renovations, facilities maintenance and repairs, infrastructure upgrades, program implementation, technology, marketing and events management, services, etc., as well as vendor management and relationships. The Project Manager will be a key leader in ensuring that projects are delivered on time, within budget, and to the highest standards of quality, while maintaining alignment with the Agency's strategic goals and operational needs.

QUALIFICATIONS

Education: Master's Degree in Public Administration, Business Administration or a related field.

Experience: Minimum of five (5) years of experience in project management, with a proven track record of managing complex projects from initiation to closure. Experience in a public sector environment is highly desirable; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Preferred Qualifications: Project Management Professional (PMP) or other recognized project management certification. Experience with project management software (e.g., Jira, Asana, Microsoft Project).

KEY RESPONSIBILITIES

  • Project Planning and Definition: Define project scope, goals, deliverables, and timelines in collaboration with senior leadership, department heads, and other stakeholders. Develop comprehensive project plans that outline tasks, resources, and dependencies.
  • Stakeholder Communication: Serve as the primary point of contact for all project stakeholders. Provide regular, clear, and concise updates on project progress, risks, and milestones through meetings, reports, and presentations.
  • Risk Management: Identify potential project risks and develop mitigation strategies to address them proactively.
  • Execution and Implementation: Oversee the day-to-day execution of projects, ensuring tasks are completed as planned and that quality standards are met. Track project spending and ensure all projects stay within approved financial parameters.
  • Team Leadership: Lead and motivate cross-functional project teams, providing guidance and support to achieve project objectives.
  • Quality Assurance: Conduct thorough reviews and tests to ensure project deliverables meet established standards and requirements.
  • Post-Implementation Review: Facilitate project close-out activities, including lessons learned sessions, final reporting, and transitioning completed projects to operational status.
  • Documentation: Maintain all project documentation, including plans, charters, status reports, and final project archives.

Essential Functions:

Manages and oversees projects from initiation to completion, ensuring they are delivered on time, within budget, and according to the agreed-upon scope, including planning, resource management, risk assessment, and communication, with the goal of achieving successful project outcomes and meeting stakeholder expectations.

Performs cost comparisons and analyses for the agency; compiles and evaluates operational data and cost histories; monitors and reviews billing activities, expenditures, and financial reports related to various projects; conducts detailed cost analysis; makes recommendations to improve cost and operational effectiveness; and participates in project budget development.

Coordinates special projects for the agency, including the planning, design, implementation, and evaluation of moderate construction, renovation, maintenance and repair projects, management studies, introduction of new programs, and various professional services; assists in defining the scope of the project; identifies and recommends proper allocation of financial, material, and human resources committed to the project; formulates solutions and resolves problems; facilitates implementation of the project; and provides administrative support to the project as needed.

Plans, implements, and administers new programs and/or major initiatives on behalf of agency operations; develops project goals, objectives, and operating parameters; oversees contract service providers; evaluates program effectiveness and delivery of service; communicates with and serves as a liaison to key stakeholders and community partners; and provides feedback and reports to agency officials as required.

Oversees professional contractors and/or consultants providing services for projects; participates in the evaluation and selection of contractors/consultants; interfaces with and monitors the contractors/consultants to ensure timely and quality completion of project; facilitates cooperation with the project throughout the organization; and provides information and support as needed.

Assists the agency managers with strategic and long-range planning for agency operations; and participates in planning efforts.

Conducts operational research, productivity analyses and management studies to assist in effective agency operations, programs, and services: compiles and/or monitors various administrative and statistical data pertaining to divisional operations; researches information pertinent to task or project; analyzes data and identifies trends; prepares or generates reports; makes recommendations for changes in policies and procedures to improve operations, provide more responsive service, and/or optimize the use of resources; and develops recommendations for changes in agency policies and procedures; and provides technical assistance and information to management to aide decision making.

Responds to complaints and questions related to agency operations, activities, or other issues; provides information, research problems, and initiates problem resolution; and works with supervisors and managers to ensure effective coordination and cooperation across units.

Represents the agency at various meetings, functions, and events; provides information about agency operations; participates in discussions and decisions; and keeps the stakeholders apprised of activities.

Performs other related duties as required.

SPECIAL REQUIREMENT
