This position leads a crew in the safe and skilled operation of heavy equipment to complete projects that support public access, fish, and wildlife across Washington. Work includes maintaining gravel roads, restoring streams and wetlands, installing and removing boat ramps and pipelines, building log jams, dikes, and spawning channels, and other habitat and access projects.
In addition to fieldwork, the role handles planning tasks such as estimating costs, preparing as-built sketches, writing work reports, and coordinating the people, equipment, and materials needed to get the job done.
What to Expect-
Among the varied range of responsibilities held within this role, the Construction and Maintenance Project Supervisor will be responsible for,
Project Management
- Independently prepares drawings and sketches to illustrate fabrication projects for staff to follow, as well as conveys verbal instructions. Prepares as-built drawings for components designed internally.
- Participates in conceptual and 30-60-90 drawing reviews, providing expertise to mitigate issues of functionality or feasibility. Identifies issues or conflicts that would require adjustments or exemptions to ordinary construction practices.
- Analyzes project specifications for sequence of work, material and personnel requirements, and scheduling of material and equipment deliveries. Identifies material or services that require purchasing contracts and develops specifications for the bidding process. Prepares detailed cost estimates.
- Provide onsite inspection of components, equipment and fixtures to determine need for maintenance or repair.
Supervision and Mentoring
- Supervises a team of journey level workers in the transportation and operation of heavy equipment through scheduling, directing, coordinating and supervising in the various phases of construction.
- Supervises and mentors technical and professional level staff in order to support an effective, motivated team.
- Sets goals and objectives, develops strategies to implement, and develops performance measurements and standards for the purpose of ensuring individual and program performance objectives are met.
- Monitors and inspects work in progress to ensure continuity and timely completion of work.
Heavy Construction Equipment Operation and Maintenance
Provides expert operation of construction and earth moving equipment such as, but not limited to:
Excavators of various sizes;
Track loaders more than 70 net flywheel horsepower;
Wheel loaders more than 80 net flywheel horsepower;
Crawler tractors having 80 or more net flywheel horsepower;
Motorized graders;
Compacting Rollers;
Rubber tired loader/backhoe combination 51 net flywheel horsepower or more;
Inspects, operates, and transports all types of heavy earthmoving equipment including but not limited to: Commercial combination dump trucks and trailers, wheel loaders, dozers, track excavators, power wheelbarrows, boom trucks, backhoes, all-terrain forklifts, and personnel lifts in the execution of all phases of construction as relates to hatchery maintenance installation and repair tasks.
Clears, removes, and transports mud and debris from on-site hatchery abatement ponds, intake structures, demolition projects and general construction tasks using excavators, boom trucks, backhoes, and dump trucks.
Works around, exposes and installs sensitive buried utilities and alarm lines using backhoes and track excavators.
Plumbing
- Installs, disassembles, and replaces a multitude of plumbing components such as pipes, valves, gates, couplers, manifolds, etc.
- Inspects supply lines, fixtures, and valves to determine cause of failures and recommends actions for maintenance and repair.
- Determines the correct pipe and subsequent couplers needed on non-engineered projects based on the materials being transported, such as potable and wastewater.
Other construction duties
- Demolishes or alters buildings, sheds, concrete forms and other structures from plans, sketches or instructions.
- Pours and finishes concrete curbs, driveways, walkways, and general pads.
- Prepares the site for installation by removing old signage and prepping the surface for the mounting, construction, and installation of the new signage.
- Prepares the site for installation of forestry type gates, performs in the field fabrication and installation of gates and tieback posts.
- Keeps a daily log of tasks.
- Reviews and approves travel, annual/sick leave requests and timesheets.
- Participates in meetings, in-service training, workshops, etc. for the purpose of gathering information required to perform job functions.
Working Conditions:
Work setting, including hazards: Duties are performed at construction sites in the Hatcheries and Wildlife areas and on occasion in an office setting. Hazards include working on rough terrain, riverbanks, slippery slopes, and other surfaces, confined and difficult to reach spaces, and in all types of weather conditions. Bending, stooping, squatting, twisting, pushing, pulling, and lifting of 50 pounds repetitively when loading and unloading trucks or moving materials around project site. Operate motor vehicles in hazardous weather conditions such as now and ice while on mountain passes, highways, and roads (both paved and unpaved). This position may involve working in or near water, including tasks that require navigating, negotiating, and performing duties related to water environments. Some tasks will involve sitting at a desk and working on a computer. Office hazards include working under fluorescent light, repetitively entering data into computer, looking at computer monitor for long periods of time, sitting or standing for long periods of time.
Schedule (i.e., hours and days): 6:00 am-4:30 pm, Monday-Thursday.
Work overtime as needed/requested. This may include overnight stays and evening and weekend work.
Travel requirements: Travel required 80-90% depending on season.
Tools and Equipment: Computers, basic hand tools, power tools such as drills, roto hammers, cut off saws, circular saws, hydraulic punch, metal band saws, welders, cutting torch, chainsaws, dewatering and recirculating pumps, powered motors; automotive and heavy equipment and trailers.
Customer interactions: Frequent interactions varying between Federal, Local, Inter-Agency, and Intra-Agency customers and vendors.
Qualifications:
Required Qualifications:
Option 1: Two (2) years of applicable work experience and completion of a recognized apprenticeship in at least two skilled trades and five (5) years direct and skillful experience operating heavy machinery, such as excavators, loaders, and dozers.
Option 2: Two (2) years' experience as a Construction and Maintenance Project Lead and five (5) years direct and skillful experience operating heavy machinery, such as excavators, loaders, and dozers.
Option 3: Four (4) years of applicable work experience or vocational training and five (5) years direct and skillful experience operating heavy machinery, such as excavators, loaders, and dozers.
For both options above the following are required:
- Knowledge of construction methods and cost of operations and limitations of construction equipment, materials, their cost, uses and sources of supply; contractual relations, including specifications and fiscal procedures; principles of engineering and their application to construction.
- Extensive knowledge in reading and interpreting construction plans, specifications, blueprints, sketches, and shop drawings.
- Proven ability to identify and schedule various phases of construction, coordinate staffing, supplies, and equipment, and see projects to successful conclusion.
- Knowledge of construction trades, correct type of equipment needed to complete all construction and maintenance projects, different types of materials, cost, use and source of supply.
- Ability to prepare accurate and concise expense reports.
- Basic computer skills with experience using Outlook, Word, and Excel.
Certifications/Licenses: Class A Commercial Driver's License (CDL) endorsement with current Medical Examiner's Certificate is required at time of hire.
Preferred Qualifications:
