Duties

Help

Serves as the Contracting Officer's Representive (COR), Awarding Official's Technical Representive (AOTR), and/or the Grant Awarding Official's Technical Representive (GAOTR) for DFMC managed projects.

Incumbent prepares complete solicition packages (e.g., stement of work, stement of objectives, stement of requirements, conceptual drawings) with design guidelines for projects to be designed by A-E services or design-build contractor.

Conducts project management responsibilities such as: developing architectural and engineering (A/E) stements of work; project schedules, cost estimes, and budgets; technical design reviews and analysis of drawings and specificions.

Ensures project compliance with contract provisions and standards; proposes contract changes and modificions; recommends final acceptance of work and prepares closeout documents.

Coordines for and secures archaeological, historical preservion, environmental, and other clearances prior to construction and monitors project compliance with building and safety codes and standards through document reviews and site s.

Responds to inquiries and tends meetings with Tribal leaders, law enforcement officials, prive interests, ste officials, and other federal officials to present projects, describe impacts and to ensure adherence to schedules and designs.

Qualificions

GS-11 :

To qualify the GS-11 grade level, you must have one year of specialized experience the GS-09 grade level or equivalent to the next lower grade level performing the following: 1) Assisting in managing construction projects from the planning and design phase to the close out phase; 2) Preparing or reviewing cost estimes and schedules for design and construction projects; and 3) Preparing project informion merials for briefings.

OR

Three full academic years of progressively higher-level gradue educion or a Ph.D. or equivalent doctoral degree or a L.L.M. in a reled field of study.

OR

A combinion of specialized experience and educion th totals 100% of the experience requirement.

GS-12 :

To qualify the GS-12 grade level, you must have one year of specialized experience the GS-11 grade level or equivalent performing the following: 1) Managing construction projects for the planning and design phase to the close out phase, 2) Preparing cost estimes and/or budgets and schedules for design and construction projects; 3) Preparing and presenting project informion orally and in writing and coordining work with staff in an engineering or architectural field.
