SUMMARY DESCRIPTION OF CLASSIFICATION\:
Under direction of the Department of Planning and Construction, oversees and manages the preparation, completion and implementation of the local annual capital budget and the associated six-year Capital Improvements Program (CIP) and Educational Facilities Master Plan. Oversees the Real Estate Management Enterprise Fund, ensuring budgeting to maintain balances. Performs real estate site selections, acquisitions, grants, and property management work for Montgomery County Public Schools (MCPS). Responsible for overseeing the production of the Educational Facilities Master Plan and assists in school boundary studies, site selection processes, roundtable discussion groups, and cross functional teams.Directly supervises approximately ten staff on the Capital Planning and Real Estate Management Team Work of the class involves strategic planning, policy updates, coordinating, and implementing policies, programs, and procedures in support of the approved capital improvements program and the efficient utilization of school facilities, including the maintenance of all real property records of the Board of Education. The work includes negotiating for administrative space through leases with private developers and joint venture partners and collecting revenue by leasing surplus space. Makes presentations to the Board of Education and County Council and ensures that planning and real estate management records are maintained and updated. Works closely with legal counsel pertaining to land matters and with Procurement for tenant selection processes. Extensive knowledge of educational facilities planning, public administration principles and practices, geographic information systems, commercial real estate laws, real property appraisal and acquisition laws, COMAR, principles and practices; of space leasing, and contracting practices, procedures, and policies; of school facilities and property management practices and regulations; of telecommunications policies and regulations regarding the placement of towers at schools; and of budgeting and monitoring expenditures, including the administration of revenue and expense leases, memoranda of understanding, and legal agreements. Skill in negotiating terms of leases. Ability to review and interpret site and subdivision plans, architectural and construction plans and explain them to others. Strong analytical skills, solutions-oriented mentality and tactful diplomacy. Considerable human relations skills to maintain cooperative working relationships with state and local agencies, including the Maryland-National Park and Planning Commission. Thorough knowledge of public participation processes. Ability to prepare presentations and facilitate community meetings. Understanding of MCPS organization, operations, goals and priorities. Knowledge and application of the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA) Professional Growth System (PGS).
EDUCATION, TRAINING, AND EXPERIENCE\:
Bachelor?s degree from an accredited college or university in business, finance, real estate, urban planning, public administration or related field. Master?s degree strongly preferred. Considerable experience in commercial real estate or property management and community engagement, preferably in a large organization. Two or more years of administrative or supervisory experience. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.CERTIFICATE AND LICENSE REQUIREMENTS\: Possession of a valid Maryland noncommercial class C driver?s license or equivalent.
