GENERAL STATEMENT OF JOB

Coordinates and supervises structural facility construction activities and projects.

EXAMPLES OF WORK

  • Supervises, trains, and assesses the performance of staff; gives recommendations as it relates to interviewing/hiring, development, and discipline of parks construction technicians, carpenters, cabinet makers and masons.
  • Instructs and trains staff in methods and procedures, including proper use and maintenance of tools and equipment.
  • Maintains current knowledge of trends and developments in the field of commercial construction; utilizes said knowledge to recommend policies and procedures.
  • Maintains current knowledge of relevant OSHA Safety standards for construction work; acts as safety liaison for Construction division.
  • Plans and schedules preventive, routine and scheduled construction for county buildings.
  • Reviews records and work orders for completion and accuracy; assists with monitoring costs/expenditures for adherence to established operating budget(s).
  • Coordinates maintenance and construction projects with other departments; communicates thoroughly and effectively to determine department needs and ensures business activity disruptions are minimized to the extent possible; coordinates timetables with departmental personnel to ensure timely completion of assigned projects.
  • Reviews blueprints, diagrams, sketches, and various other forms of structural documentation in the planning phase of construction and maintenance projects.
  • Inspects all work performed for adherence to assigned work order and applicable regulatory standards, including work performed by outside contractors.
  • Prepares reports pertaining to staff, supplies, equipment and work performed.
  • Estimates costs of materials and supplies; orders materials and supplies as needed.
  • Operates County vehicle in the performance of duties, performs construction tasks as needed (i.e., staff absences, in response to emergencies, or as appropriate based on complexity or scope of work orders).
  • Performs other duties as assigned.

MINIMUM QUALIFICATIONS

Education, Training and Experience: High school diploma or GED supplemented by a minimum of four (4) years of progressively responsible experience in the field of construction, to include a minimum of two (2) years' experience in a supervisory capacity, or an equivalent combination of education, training and experience which provides the required knowledge, skills and abilities. Must be able to read and interpret blueprints, specifications and related documentation. Experience with Microsoft Word, Outlook and Excel required.

Licenses and/or Certifications: Requires a valid driver's license. A Class "B" commercial driver license (CDL) is required within eighteen (18) months of hire.

OTHER REQUIREMENTS

Physical Requirements: Requires the ability to operate office equipment, to include computers, copy/fax machines, and any related peripherals. Must be able to operate various manual, electrical and gas-powered equipment and tools. Must be able to exert 50 to 100 pounds of force occasionally, or 25 to 50 pounds of force frequently, or 10 to 20 pounds of force constantly to lift, carry, push, pull, or otherwise move objects. Requires the ability to traverse irregular, uneven, and/or erratically moving surfaces frequently. Requires the ability to position self in confined areas, for work overhead and to ascend/descend ladders, stairs, scaffolding, ramps, poles and the like. Must be able to complete work tasks by bending spine at the waist, requiring full use of the lower extremities, back muscles and spine and the ability to move about on hands/knees or hands/feet. Must be able to reach, extending hands in any direction, and to handle, seize, hold, grasp, turn or otherwise work with hands and/or fingers. This position requires the ability to work for sustained periods of exposure to outside atmospheric conditions. Prolonged periods of walking and/or standing frequently are required in this position. Physical demands are in excess of those for sedentary work.

Language Ability: Requires the ability to communicate effectively in English, including the ability to convey, record and exchange information; requires the ability to explain procedures and to give, receive and follow oral and written instructions. Must be able to read and interpret a variety of moderately complex technical data, policy and procedure manuals, codes, professional journals. Requires the ability to prepare forms and reports using prescribed formats, and adhering to all rules of grammar, spelling, diction and punctuation. Must be able to communicate effectively and efficiently in a variety of technical and/or professional languages used within the parameters of the job and with a broad array of individuals from various professional backgrounds.

Intelligence: Requires the ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts and draw valid conclusions; to interpret a variety of technical instructions in written, mathematical or diagrammatic form; to learn and understand relatively complex principles and techniques; to make independent judgments in absence of supervision; to acquire knowledge of topics related to primary occupation.

Numerical Aptitude: Must be able to add, subtract, multiply and divide; to determine weight; calculate decimals and percentages; compute discount, profit and loss, ratio and proportion.

Interpersonal Temperament: Requires the ability to deal with people beyond receiving instructions. Must be adaptable to performing under moderate levels of stress, imposed by frequent deadlines, peak workloads, or public contact. Requires the ability to exercise consistent tact and courtesy when in frequent contact with various professionals, county staff, and the general public.
