Position Summary

Position is responsible for overseeing the capital improvement program and construction administrative operational functions in the Parks Resource Development Division - Planning and Capital section that manages resources to ensure the sustainable development, operation and maintenance of public park infrastructure and trail systems throughout Marion County. This position exercises capital planning skills, design/construction knowledge, project management, inspection over site and engineering expertise while providing professional knowledge pertaining to the critical operational functions in the Department.The City of Indianapolis prioritizes and celebrates diversity, equity, and inclusion in all its forms. Position Responsibilities

Provides leadership and management of Division staff. Provides direct and indirect supervision of staff. Oversees and participates in development of alternate park designs, construction methods, selection of landscape architects, engineers, architects, project managers, in developing recreational facilities using engineering solutions to solve complex/technical problems. Develops operational improvement according to industry best practices.Performs field reviews of design and engineering operations and recommends changes to Deputy Director and department staff.Oversees and directs the development of project standards and specifications prior to implementation. Oversees and participates in development of parks design and plans. Prepares, reviews, recommends professional consultants and implements consultant contracts. Reviews and recommends changes to construction plans to assure conformance to federal and state standards. Serves as a liaison for Parks and Recreational Facilities with other local departments, divisions, and outside agencies. Prepares difficult special parks capital improvement studies and reports. Prepares and Oversees construction plans and specification and aligns them to funding sources and annual budgets.Performs special assignments on feasibility and design planning studies and facility infrastructure problems as necessary. Responsible for staffing, conducting performance appraisals, training and developing team members, promotions, salary increases, terminations, disciplinary actions, etc. This list of duties and responsibilities is not intended to be all-inclusive and may be expanded to include other duties or responsibilities that management may deem necessary from time to time

Qualifications

Bachelor's Degree in Construction Management Construction Science, Landscape Architecture, Park/Urban Planning and minimum of six (6) years of experience in construction management, project capital planning, design and development of parks, campuses, recreational facilities, park trails or other commercial built site developments. Requires knowledge of recent developments, current literature, and sources of information regarding park and recreational facility/infrastructure development. Must have broad experience with a PC operating Microsoft Office (Word, Excel, Access, Outlook, and PowerPoint). Must possess and maintain a valid drivers license.

Independent Judgment

Helps to establish and/or ensure policies and procedures for the Department are adhered to in an effective manner. Independent judgment is regularly utilized when there are no available policies and procedures and errors in judgment may cause inconsistencies and inconveniences.
