Under general supervision, performs administrative and technical work inspecting local construction projects to ensure compliance with City planning and development policy. Works includes inspecting construction projects by both the City and private developers to ensure that materials, methods, sizing, and locations in project development meet City specifications; testing of the materials utilized in such construction; and investigating construction practices and recommending changes when necessary. Employee is also responsible for preparing various reports on construction projects and assisting the Construction Manager with construction administration. Employee must exercise initiative and independent judgment in performing inspections. Employee must also exercise considerable tact, courtesy and firmness in frequent contact with property owners, developers, contractors and the general public. Reports to the Construction Manager.

Inspects construction projects so as to enforce the City ordinances governing minimum standards and requirements of new construction, storm sewer, alterations, and repairs; examines construction methods and materials used, and locations of construction project to ensure compliance with City planning and development policy; reviews and interprets project civil plans and corresponding documents.

Confers with contractors, property owners, developers, architects, engineers, and others regarding inspection requests, construction codes, civil plans, etc.; examines and investigates methods and practices employed in local construction projects, recommending changes when necessary.

Inspects construction projects for erosion and sediment control practices compliance.

Inspects construction projects for work zone safety.

Attends construction meetings with contractors, engineers, and inspectors.

Prepares and maintains various records and reports pertaining to status of ongoing construction projects; schedules appointments; conducts final project inspection and recommends acceptance of work; maintains files on each project.

Responds to public complaints and field concerns; investigates issues, documents findings, and works with contractors and staff to ensure timely and appropriate resolutions.

Conducts final project walk through; creates punch lists; reviews CCTV that contractors/developers submit; recommends final project acceptance.

Assists with training and mentoring new Construction Inspectors.

Additional Duties:

Fuels vehicles; takes vehicles to shop for maintenance and repairs.

Performs other related work as required.

Material testing or geotechnical experience is preferred. Graduation from high school supplemented by college-level course work in civil engineering or a related field, and 3 to 5 years of experience in the construction trade or building inspections; or any equivalent combination of training and experience which provide the required skills, knowledge and abilities.

Possession of a valid driver's license. Possession of DEQ Erosion and Sediment Control

Stormwater (Dual Inspector) certificationrequiredpreferred; it must be obtained within 12 months of employment if the applicant holds any VDOT and ACI certifications.

VDOT certifications and ACI certification not already obtained must be obtained within 18 months of employment.

Attendance at Regional Construction Standards review class within 12 months of employment.

Additional VDOT certifications Soils & Aggregate certification, Asphalt Filed Level I certification, Hazmat & Toxler,VDOT Intermediate Work Zone & Flagger Certification, preferred.
