Position Summary:
The Utilities Supervisor assists the Public Works Director in the management of the Water and Sewer activities. Supervises and manages a variety of maintenance work and operations in the construction, repair, maintenance and replacement of city utilities infrastructure.
Essential Job Functions:
- Manages and inspects the maintenance and repair of water and sewer infrastructure.
- Ensures in a professional manner, proper maintenance and operation of all equipment and tools.
- Ensures that proper safety precautions is followed in all work performed.
- Attends regular TAC committee meetings.
- Plans, schedules and implements construction, maintenance, and operation and construction activities designed to provide quality water and sewer service.
- Schedules inspections and/or repairs of the water and sewer systems at frequent intervals to ensure that all aspects of the systems are functioning properly.
- Maintains water pump and sewer lift stations.
- Responds and prioritizes complaints and service requests regarding breaks, leaks, damage or related issues.
- Completes water sampling of Coliform samples 20 times per month, sample two or three times a month on Wednesday. Completes samples of THM and HAAS every two months.
- Completes sewer sampling twice a week for pH and Oxygen levels. Flow-daily Samples for BOD, Suspended Solids - 3times a month taken to Environmental Support services fecal coliform-3 times a month taken to Accurate Labs.
- Completes Discharge Monitoring Reports for sewer plants for City Lagoons.
- Interprets applicable regulations/ordinances to determine compliance or appropriate corrective measures to be taken.
- Serves as liaison between the Public Works Director, the Public, other Department Heads, and Contractors.
- Maintains proper inventory of materials for performance of maintenance work, including uniforms for the crews.
- Establishes individual performance goals for each employee, supervises their performance, counsels on how to perform effectively and conducts annual evaluations
- Supervises daily work logs and submits reports to PW Director weekly summarizing the work.
- Analyzes and suggests equipment and material needs to PW Director for budgeting purposes
- Prepares Requisitions and tracks expenditures for budgeting purposes.
Education, Training & Experience Required:
- Associates Degree or Equivalent Credit hours
- Three years minimum managerial experience
- Background in electrical and instrumentation
Special Certifications, Registrations, Licenses Required:
- Valid Oklahoma driver's license.
- CDL desirable
Skills, Knowledge & Abilities Required:
- Knowledge in the purposes and use of general construction tools and equipment.
- Knowledge of equipment, facilities, materials, methods and procedures used in maintenance, construction and repair activities.
- Ability to communicate clearly and concisely with co-workers as well as the public, verbally and/or in writing, by use of telephone and mobile radio.
- Knowledge and ability to adhere to the practice and performance of policies set forth by the City of Bixby in making the workplace a safety-oriented environment.
- Ability to read, comprehend and understand all oral and written instructions associated with developing and completing assigned projects.
- Knowledge of the ODEQ, Tulsa County and Bixby Utility Standards.
- Working knowledge of water pump and sewer lift stations.
- Computer knowledge, including software for the generation of spreadsheets and reports.
Physical/Mental Requirements:
- May be required to work weekends, holidays and emergency situations.
- Must be able to quickly adjust and focus both mentally and physically.
Environmental Conditions and Safety Concerns:
- Works both indoors and out, subject to adverse weather conditions such as: exposed to wet and/or humid conditions, extreme heat and cold.
- Some exposure to normal shop working conditions such as: exhaust fumes, loud noises from machinery, vibrations, dust, dirt and water.
- Frequently works near moving mechanical parts, within confined areas and on slick and wet surfaces.
Job Location:
- Work primarily along City streets, alleys and right-of-ways within the City limits where projects are being worked.
- Also works in shop areas at the City's Water Garage
