DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

• Provides technical support to operations and maintenance staff.
• Investigates and/or responds to inquiries from technical personnel, regulatory agencies and the public.
• Oversees the inspection activities and personnel to review and evaluate contractors' compliance on various construction and design project plans and specifications.
• Reviews preliminary plans and evaluates future plans for construction.
• Reviews contractor submittals.
• Resolves construction and design issues.
• Attends pre-bid, pre-construction, and various project meetings.
• Prepares and reviews various reports and records, letters, forms, and administrative correspondence
• Provides management of multiple construction and design contracts of various sizes.
• Serves as liaison between City personnel and contractors, consultants or testing laboratories.
• Reviews, approves and tracks consultant or testing laboratory estimates.
• Assist with in-house design and work orders as assigned by supervisor.
• Performs other duties as assigned.

WORKING CONDITIONS

There are occasional discomforts from exposure to moderate heat, cold, moisture/wetness and unpleasant air conditions.

This is a Department of Houston Public Works Emergency Management position at the Tier II Level.EDUCATIONAL REQUIREMENTS

Requires a Bachelor's degree in Architecture, Civil Engineering, Construction Management, Landscape Architecture, Project Management or a closely related field based on the responsibilities of the position. Considerable knowledge of design or construction is required.

EXPERIENCE REQUIREMENTS

Four years of experience in construction, construction inspection, design, landscape design, geotechnical, environmental or a closely related field are required.

Directly related professional architectural, construction or landscape design experience may be substituted for the education requirement on a year-for-year basis.

LICENSE REQUIREMENTS

NoneA valid Texas Driver's License and compliance with the City of Houston's policy on driving.

Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.Experience in collection system construction rehabilitation is a plus.SELECTION/SKILLS TESTS REQUIRED: None

However, the Department may administer a skill assessment evaluation.
