GENERAL DESCRIPTION: Plans, organizes and manages all activities related to purchasing including procurement, materials management activities, purchase order workflow and Request for Quotation Process.
SUPERVISORY RESPONSIBILITIES: Purchasing department staff.

Ensures that all actions are in concert with the Board policies as well as the mission statement, beliefs, objectives and parameters found in the Board's strategic plan.

Performs other related duties as assigned for the purpose of ensuring an efficient and effective work environment.
Ensures all proposed purchases are in line with all local, state, and federal guidelines.
Ensures integrity and viability of enterprise-type systems.
Develops centralized purchasing policies and procedures, and establishes procedures to monitor and encourage adherence to same; performs studies to review workflow and procedures; proposes and implements improvements in various functional areas.
Oversees the procurement of commodities, services and equipment at specified quality and price, based on detailed specifications; oversees negotiations for return, exchange, substitution or rejection of items not meeting contract provisions.
Oversees establishment and maintenance of a bid list of all viable potential vendors for the Rockford Public Schools.
Oversees the planning and development of new contracts for products and services.
Develops and monitors the Purchasing Department budget.
Recommends to the Board all bids to be accepted by the Rockford Public Schools, therefore normally awarded to the lowest bidder who complies with prescribed conditions and specifications.
Investigates, recommends, and implements innovative and more efficient ways to conduct procurement activities for the District.
Monitors all financial aspects of areas of procurement and materials management responsibility and reports concerns and recommendations to management and complies with all district, state and federal regulations.
Serves as consultant to District staff regarding purchasing laws, ordinances and policies and procedures; advises and assists District staff regarding more efficient ways to purchase and receive goods and services.
Continually identifies and implements process improvements, upgrading the quality of services so that they consistently meet or exceed expectations of users.
QUALIFICATIONS: Bachelor's Degree required with relevant (operations/business/accounting) field of study. Master's Degree preferred. Professional purchasing certification such as Certified Purchasing Manager (C.P.M.) or Certified Public Purchasing Officer (CPPO) preferred. 6-8 years' experience in a similar purchasing capacity in comparable role.
KNOWLEDGE, SKILLS AND ABILITIES: Ability to negotiate effectively, strong decision-making, mathematical and analytical skills.
WORKING CONDITIONS: Moderate in-district travel as well as intermittent in-state and out-of-state travel. Intermittent prolonged and irregular hours of work.
PERFORMANCE STANDARDS: Applicant is expected to perform at the highest level of performance, representing the District and Purchasing Department in a courteous, efficient manner.
