Job Summary
The Supervisor, Joint Use is a critical leadership role within Ziply Fiber, responsible for overseeing the safe,
compliant, and efficient management of joint use infrastructure across both aerial and underground networks. This
position ensures that all joint use activities align with the National Electrical Safety Code (NESC), local
jurisdictional requirements, and Ziply's operational standards. The Supervisor leads a blended team of internal
employees and external contractors, fostering a culture of accountability, safety, and performance excellence. The
supervisor is accountable for team performance, metric standards, and upholding the Ziply brand. This role
requires comfort with public speaking and being on camera to represent Ziply, as well as managing contracts and
negotiations.
Essential Duties and Responsibilities:

- Lead and supervise a diverse team of engineers, coordinators, inspectors, contractors, and vendors by
setting expectations, performance metrics, and accountability; conduct meetings, reviews, and coaching
to drive continuous improvement and collaboration.
- Oversee the maintenance and development of Ziply's aerial and underground joint use infrastructure,
ensuring all pole attachments, removals, and relocations comply with NESC and local permitting
requirements; monitor field operations for safety and engineering standards adherence.
- Serve as the NESC compliance expert, guiding code interpretation and application; lead annual OJUA
training and maintain a proactive compliance program to resolve violations before audits.
- Collaborate with legal and regulatory teams to ensure alignment with evolving state and federal
requirements.
- Manage the full lifecycle of joint use work orders from notification through construction and closeout;
implement process improvements to reduce cycle times, eliminate rework, and improve data accuracy.
- Utilize dashboards and reporting tools to monitor KPIs such as permit turnaround, violation clearance,
and cost recovery.
- Manage third-party attacher, utility partner, and vendor relationships; negotiate and administer joint use
agreements; track contract compliance and vendor performance.
- Develop and execute strategies for proactive permitting, bootleg attachment detection, cost recovery, and
transform joint use into a revenue-generating function.
- Serve as the primary escalation point for joint use issues; communicate clearly with city officials, utility
partners, and community stakeholders.
- Represent Ziply in public forums, municipal meetings, and on-camera communications.
- Performs other duties as required to support the business and evolving organization.
Qualifications:
- High school diploma or GED required.
- Bachelor's degree or equivalent PM/OSP experience, including engineering, splicing, and/or construction.
- Minimum of three (3) years' experience in joint use, Outside Plant (OSP) construction, or utility
coordination required.
- Minimum of one (1) year leading crews, contractors, or small teams required.
- Working knowledge of National Electrical Safety Code (NESC) standards and local permitting processes.
- Familiarity with aerial and underground OSP construction and joint use compliance.
- Strong leadership skills with the ability to set expectations, coach, and hold team members accountable.
- Effective verbal and written communication skills, comfortable representing the company publicly and oncamera.
- Excellent organizational skills and ability to manage multiple priorities.
- Negotiation skills for contracts and vendor relationships.
- Commitment to safety, compliance, and operational excellence.
- Proficient in Microsoft Office Suite, especially Excel.
- Familiarity with dashboards and reporting tools preferred.
- Must have and maintain a valid driver's license and satisfactory driving record.

Work Environment:
Work is performed in an office setting with exposure to computer screens and requires extensive use of a
