Your Purpose:
As an Assistant Project Manager you will support the project team in delivering construction projects safely, on time, within budget, and to quality standards. They will manage contractors, oversee all project phases, and ensure alignment with design, safety, schedule, and budget goals. Collaborate closely with Brightline's broader development and construction teams, coordinating with finance, safety, quality, procurement, legal, and technical departments. They will also oversee final completion, commissioning, and turnover of the construction project to Brightline Operations.

Your Role [Essential Functions]:
Contract & Compliance Management
- Master all contractual requirements including leases, financial agreements, grant agreements, technical specification.
- Coordinate with Utility Providers for essential service connections.
- Communicate with appropriate Municipal Zoning, DERM, Environmental, Building and Fire departments to understand and implement design and construction compliance.
- Enforce Brightline's contract administration processes.
- Ensure full compliance with financial controls and approval authorities.
- Manage Direct Purchase Order (DPO) processes with finance team support.
- Review and approve contractor pay requests and assist with draw submissions.
Project Leadership & Accountability
- Serve as the project champion, fully accountable for achieving project objectives.
- Serve as point of contact and project lead for multiple projects (major and/or minor).
- Lead the change management process: analyze, negotiate, and resolve changes, value engineering, compensation, and time extensions.
- Act as a visible and positive Brightline representative to all stakeholders.
Risk & Controls
- Collaborate with the Director of Project Controls to maintain a comprehensive risk register.
- Closely manage project budgets, commitments, exposures, and risks.
- Maintain and report on Potential/Pending Change Order (PCO) logs weekly.
Communication & Stakeholder Engagement
- Communicate transparently with internal teams, contractors, agencies, and stakeholders (e.g., FRA).
- Prepare weekly project reports and contribute to monthly executive updates.
- Coordinate with Brightline Operations and Rail Infrastructure teams to align construction with operational needs.
- Monitor and review all Brightline communication channels, including our company intranet, bConnected, during work hours to ensure all company and department communications and notifications are promptly reviewed.
Procurement & Logistics
- Oversee procurement and installation of FF&E and OS&E, including vendor selection, shipping, warehousing, and installation.
- Develop and implement procurement strategies with consultants and internal teams.
Architectural and Engineering Design Oversight
- Work closely with Operations and Transportation teams to develop project objectives
- Manage the Architect and Engineering teams from initial concepts to final design completion, permitting, and bid package buyouts to achieve project objectives
- Champion rapid resolution of design coordination issues to avoid cost/schedule impacts.
- Track Design Team reviews for submittals and RFIs to ensure project specification compliance aligned with cost- and schedule objectives.
Construction Oversight
- Manage the construction manager/general contractor through design completion, permitting, and bid package buyouts.
- Champion rapid resolution of construction issues to avoid cost/schedule impacts.
- Monitor contractor submittals, RFIs, and ensure timely, cost- and schedule-aligned responses.
Tools & Systems
- Promote effective use of project management tools: P6 schedules, PM Web, estimating schedules, Microsoft Office, PDF editors (Bluebeam).
- Maintain organized project filing and record systems.
Quality & Closeout
- Review milestone deliverables to ensure quality and alignment with schedule/budget.
- Coordinate with Quality Manager to implement program-wide initiatives.
- Develop and execute detailed project closeout processes.

Experience & Qualifications
Required Education and Experience:
- Bachelor's degree in Engineering, Construction Management, or related field (Master's preferred)
- 5-8 years of experience in project management, managing complex building construction, preferably in vertical construction, civil infrastructure, and transportation.
- Prior experience as owner rep or construction project lead
- Prior experience on FRA grant projects is preferred
- Prior experience coordinating project delivery with internal end-users
- Prior large-scale development experience
Knowledge Skills & Abilities:
- Mastery of the project documents including the plans, specifications, contract(s), and regulatory permits.
- Deep understanding of construction project management principles, including scheduling, budgeting, procurement, and quality control.
- Strong knowledge of contract administration, including lease agreements, financial agreements, grant agreements, technical specifications, and regulatory permits.
- Familiarity with public infrastructure development, permitting processes, and regulatory agency coordination (e.g., FRA, local municipalities).
- Coordinate with Architect and Engineers of Record for final design and post-design professional services and evaluation of design changes during construction.
- Proven leadership in managing cross-functional teams and complex stakeholder environments.
- Strong conflict resolution skills, particularly in managing contractors, vendors, and consultants.
- Ability to identify and mitigate project risks proactively.
- Ability to interpret and enforce contractual obligations and ensure compliance with internal and external standards.
- Ability to adapt to evolving project needs and maintain focus under pressure.
- Proficiency in project management software (Primavera P6, PM Web, Microsoft Office Suite, PDF editor, Bluebeam).
- Excellent communication, negotiation, and organizational skills.
Work Environment:
Frequent exposure to fumes or airborne particles, moving mechanical parts and vibration. Occasionally exposed to a variety of extreme conditions in the plant. The noise level in the work environment can be loud.
Physical Demands:
While performing the duties of this job, the employee is regularly required to use hands and fingers to handle, feel, or operate objects, tools, or controls, and reach with hands and arms. The employee is frequently required to stand, talk, and hear. Occasional lifting of light items required. No specific vision requirements.
