Position Overview:
Seattle Department of Transportation's (SDOT) portfolio of work is vast. From filling potholes to paving streets, tweaking traffic signals, and helping buses and freight deliveries run on time, creating enjoyable public spaces, and building out a network of bike lanes and sidewalks to serve all ages and abilities.
The Seattle Department of Transportation's Maintenance and Operations Division presents an exceptional opportunity to join a highly successful team of professionals whose mission is to deliver a safe, reliable, efficient, and socially equitable transportation system that enhances Seattle's environment and economic vitality.
The Pavement, Signs, and Markings Deputy Division Director is responsible for leadership, strategic direction, and policy development for the Crew Coordination platform for city crew capital transportation construction projects. This position reports to the Division Director of Pavement, Signs, and Markings Division. This position will also be responsible for supporting the Division Director with the management of 192 indirect employees and 3 direct reports.
The Pavement Signs and Markings Division is the largest division in SDOT with a budget of $105M for 2025. This position will backfill the Division Director during periods of absence and will represent the Division Director and the Department in meetings with the public, 3rd party Agencies, Mayor's office meetings/presentations, and at Council briefings/presentations. This position will manage several Civil Engineering staff who perform crew capital construction management and inspection. In 2026/2027, SDOT is approved to hire an additional 5-10 indirect reports that will report to under this leadership structure. Crew-built capital projects generally consist of 60-100 delivered projects annually. 1. Leadership & Strategic Direction
- Responsible for the direction and leadership of the Crew Coordination delivery platform.
- Responsible for strategic, tactical, and operational planning.
- Responsible for directing the department priorities under the guidance of the executive leadership team.
- Attend monthly meetings with the Executive leadership team to provide schedule updates on key projects.
- Co-lead weekly Crew Coordination meetings with the PDD Deputy Division Director to manage upcoming project construction schedules.
- Manage through subordinates, small capital delivery via crew delivery and capital Unit Price/blanket contractors.
- Elevate project priority issues to SDOT leadership and lead strategy discussions.
- Work and communicate directly with, and present to, high-level staff throughout the Department, other City Departments, elected officials, and community and business groups.
- Program & Policy Development
- Develop policy, workflow, tracking of data, prioritization, and performance metrics to evaluate program operations.
- Create standard operating procedures and define roles and responsibilities.
- Ensure that SDOT and the City proactively develop and implement equitable policy options and recommendations.
- Ensure equity, diversity, and social justice are the cornerstone of SDOT's processes and management practices.
- Project & Operations Management
- Oversee preconstruction meetings, crew scheduling, public outreach, cost estimating, and weekly schedule and cost tracking.
- Update tracking spreadsheets and monitor performance metrics.
- Ensure adherence to Public Works contracting bid thresholds and union notifications for crew capacity constraints.
- Provide technical guidance to direct and indirect reports.
- Lead and support the creation and assignment of work orders, plan reviews, and development of traffic control plans.
- Staff Supervision & Development
- Leadership and management of staff activities to meet organizational goals.
- Provide training on standard operating procedures in the Crew Coordination platform.
- Excellent oral and written communication skills and the ability to influence and work collaboratively.
- Cross-Functional & External Coordination
- Cross-matrix coordination with other agencies.
- Coordinate with SDOT divisions to update and determine new department priorities weekly.
- Ensure coordination with other Manager 3's to align with union contracts and City standards.

Education:
- The candidate for this role should have a bachelor's degree in civil engineering, Construction Management, Public Administration, and/or Urban planning.
Experience:
- Seven (7) years of experience in construction management and operational crew construction for public works.
- Five (5) years of management/supervisory experience.
OR: An equivalent combination of education and experience that demonstrates the ability to perform the position's duties.
Strong candidates will have most of the following technical expertise:
- Strong background in operations, project management, construction management, asset maintenance, risk, strategic, and performance management.
- Must have a thorough technical understanding of civil construction and/or road construction that includes: concrete and asphalt paving, underground utilities for water, sewer, and signal/electrical channelization, and urban forestry elements, and ADA curb ramp principles and systems.
- Technical understanding of the City of Seattle Standard Plans and Specifications.
- Ability to negotiate, mediate, and facilitate contentious issues to a satisfactory conclusion within a charged atmosphere.
- Ability to present complex and often controversial issues to elected officials.
- Ability to effectively work in a multi-cultural workplace with a diverse customer base.
- Experience organizing, presenting, facilitating, and negotiating with diverse stakeholders and user groups.
- Demonstrated ability to successfully manage multiple projects and competing priorities to meet milestones and budget targets.

Work Environment:
- Hybrid work schedule, 4 days a week in-office, 1 day remote. If the business needs require to respond in person, this position must accommodate the business need while working from remote locations.
- Field visits required, with potential exposure to active construction sites and all-weather conditions
- May involve occasional lifting, bending, and extended standing/walking
- On-call response for major weather or infrastructure emergencies may be required.

The full salary range for this position is $76.46 - $89.61 per hour.
