Civil Inspector - Pipeline Projects

Job Summary

The Civil Inspector oversees civil engineering and heavy excavation aspects of pipeline construction projects, ensuring compliance with project specifications, regulations, and industry standards for earthwork, grading, erosion control, and complex excavation operations.

Key Responsibilities

Review and interpret project plans, specifications, and drawings for pipeline construction projects.

Conduct on-site inspections to ensure compliance with approved plans, specifications, and applicable codes.

Inspect and oversee heavy excavation operations including deep trenching (10+ feet), rock excavation, and challenging soil conditions.

Monitor heavy excavation equipment operations and ensure safe operation of track hoes, bulldozers, scrapers, and specialized trenching equipment.

Verify excavation safety systems including trench boxes, shoring systems, sloping requirements, and atmospheric monitoring per OSHA standards.

Conduct soil classification and stability assessments for excavation operations, identifying soil types and ensuring appropriate protective systems.

Oversee utility location and protection protocols during excavation activities and coordinate with utility locate services.

Inspect earthwork activities including excavation, trenching, grading, and backfilling operations.

Monitor erosion control measures, drainage systems, culverts, and water crossings.

Conduct material testing including soil compaction tests, density testing, and aggregate analyses.

Coordinate with survey crews for accurate staking and layout of pipeline right-of-way.

Maintain detailed daily inspection reports documenting progress, deficiencies, and corrective actions.

Participate in pre-construction meetings, progress meetings, and final inspections.

Ensure proper site restoration and revegetation in accordance with project requirements.

Qualifications

Minimum 5-7 years experience in civil engineering inspection or construction, with 3+ years specialized heavy excavation experience on pipeline or major infrastructure projects.

OSHA Excavation Competent Person certification strongly preferred.

In-depth knowledge of civil engineering principles, construction methods, and materials testing.

Advanced understanding of soil mechanics, geotechnical principles, and excavation safety regulations including OSHA excavation standards.

Hands-on experience with heavy excavation equipment and understanding of equipment capabilities and safety requirements.

Familiarity with pipeline construction codes and regulations (OSHA, DOT, FERC, API).

Strong attention to detail and ability to read construction plans, specifications, and geotechnical reports.

Excellent written and verbal communication skills.

Proficiency with inspection equipment, surveying instruments, and excavation-specific monitoring tools.

Valid driver's license and willingness to travel.

Relevant certifications (NICET, ACI, NACE) preferred.

Must be comfortable working around heavy machinery and in excavation environments while maintaining strict safety protocols.
