Duties Description The Office of Property Supports and Emergency Services is a centralized support office whose mission is to provide a standardized team approach to the management of Physical Plant Maintenance, Capital Services, Facilities Planning, Safety & Security, Fire Safety, Emergency Management, and Records Management. The incumbent will manage and direct the development, implementation, and oversight of capital construction activities related to the architectural design and management of the buildings and programs for the agency in the assigned district(s).

Duties include, but are not limited to the following:

  • Provide management oversight for the planning, design, and construction of both new construction and rehabilitation ranging from

major facilities to small residential structures.

  • Provide space planning for acquisition and renovation of new facilities and existing facilities for both State owned and state operated

sites.

  • Provide campus planning for campus renovations and campus consolidation.
  • Maintain code compliance for all projects and activities to ensure that all facilities are built and maintained per NYS Uniform Code and
  • NFPA 101 Life Safety Code for residents' health and safety.
  • Provide code management and code interpretation for all agency programs and activities.
  • Manage the construction permit process for facility in-house building projects.
  • Serve as a NYS Certified Code Enforcement Official for the Agency. Training provided.
  • Conduct field visits and inspections, as required to investigate code compliance, complaints, or emergency conditions, and provide

on-site technical advice.

  • Coordinate and manage activities with other state agencies related to OPWDD program activities including the NYS Department of

Health, NYS Department of State, NYS Department of Labor as well as coordination with federal government Center for Medicare and

Medicaid services (CMS).

  • Provide occasional work in the New York State Emergency Operation Center in Albany during a natural disaster will be expected, which

may include modified work hours as needed.

This position requires occasional travel throughout the State of New York to provide technical support to other Office of Property Supports and Emergency Services bureaus and as needed for capital construction project oversight. Travel may fluctuate seasonally, and the majority of travel will be during, but not necessarily limited to the typical construction season. Appointees to these positions are required to have a driver's license valid in New York State to operate a motor vehicle or otherwise demonstrate their capacity to meet the transportation needs of the job.

Minimum Qualifications Open Competitive:

Architect Trainee:

Bachelor's degree or higher in architecture.

Assistant Architect:

Either 1. six years of architectural experience in design or drafting on buildings requiring multi-discipline trade involvement such as heating, plumbing, and electric. This experience must have been under the direction of a registered architect or professional engineer. Qualifying experience includes work performed on institutional, commercial, healthcare, academic, office, or residential buildings (excluding single family or duplex family homes). You must explain your level of involvement and type of building(s) worked on;

Or 2. an associate's degree in architecture, architectural technology, construction technology, civil engineering technology, or drafting technology with an emphasis on architecture AND four years of architectural design or drafting experience under the direction of a registered architect or professional engineer. Qualifying experience includes work performed on institutional, commercial, healthcare, academic, office, or residential buildings (excluding single family or duplex family homes). You must explain your level of involvement and type of building(s) worked on;

Or 3. a four-year bachelor's degree in architectural/structural engineering studies AND two years of architectural design or drafting experience under the direction of a registered architect or professional engineer. Qualifying experience includes work performed on institutional, commercial, healthcare, academic, office, or residential buildings (excluding single family or duplex family homes). You must explain your level of involvement and type of building(s) worked on;

Or 4. a five-year bachelor's degree in architectural studies or a master's degree in architectural studies AND one year of architectural design or drafting experience under the direction of a registered architect. Qualifying experience includes work performed on institutional, commercial, healthcare, academic, office or residential buildings (excluding single family or duplex family homes). You must explain your level of involvement and type of building(s) worked on;

Or 5. an Architect's license, with current registration, from any state or territory of the United States.

Transfer: Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Transition: One year of permanent competitive or 55-b/55-c service as a Junior Architect, Principal Drafting Technician (all parenthetics), Junior Architectural Estimator, Construction Estimator 1 (Architectural), Assistant Architectural Estimator, or Construction Estimator 2 (Architectural).

Additional Comments This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.

At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.

  • Appointments may also be made at the Architect Trainee levels. Candidates hired at the entry-level title (Architect Trainee) may be advanced to the full-performance level (Assistant Architect) following satisfactory completion of One year of service. Salary range listed below encompasses the hiring rate of an Architect Trainee through the job rate of an Assistant Architect.
  • Architect Trainee: $66,951
  • Assistant Architect: $81,193 - $101,121
  • Amounts also include additional Geographic Pay Differential ($7,000).
  • If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee.
  • The assignment of PS&T employees will be made in accordance with any agreed upon Memorandum of Understanding between PEF and the local DDSO regarding the posting of job vacancies.
