The Waste Prevention and Environmental Services (WPES) department is looking for a Construction Project Manager I to support a dynamic portfolio of facilities, including two transfer stations, a closed landfill, and the operational headquarters for the WPES team that provides cleanup services for public property. As a Construction Project Manager in WPES, you'll lead a wide range of projects-from capital improvements to maintenance and renovation efforts. Recent examples include establishing electronic access control at transfer stations, installing a new safety shower to protect workers, and replacing sewer system components to ensure that field staff can continue to work onsite. Projects span both Capital Improvement and Renewal & Replacement categories.

This position plays a key role in supporting WPES's mission: to manage garbage and recycling services for the region through education, policy, and efficient, safe operation of Metro's facilities-all while minimizing environmental and social impacts.

As the Construction Project Manager you will:

  • Identify and develop scope, schedule and budget for implementing capital improvement projects.
  • Review, develop and/or prepare drawings, bid specifications, contracts and other various requirements for each project.
  • Perform the duties as Metro's project manager and contract administrator.
  • Coordinate, monitor and evaluate construction progress.
  • Inspect work and ensure compliance with specifications and timeliness of work completion.
  • Coordinate activities and ensure flow of information between architects, engineers, contractors, and Metro administration.
  • Review and recommend action on contract progress payment requests.
  • Oversee the activities of architects, engineers, and contractors on Metro projects.
  • Work in a safe manner and follow safety policies, practices, and procedures.

TO QUALIFY

Minimum qualifications

  • Bachelor's degree in civil engineering or construction engineering or related field and
  • Two years of supervisory experience in public construction management or
  • Any combination of education, professional, volunteer and lived experience that provides the necessary knowledge, skills, and abilities to perform the classification duties and responsibilities.

  • Current driver's license and driving record sufficient to be insured by Metro insurance carrier

Working Conditions

This position involves regular physical activity and may require navigating hazardous environments, equipment, and conditions. Personal protective equipment (PPE)-including hard hats, safety glasses, safety vests, and hearing protection-is provided and may be required when accessing Metro facilities during regular operations or construction projects. A fleet vehicle or mileage reimbursement is available for work-related travel.

Hybrid Telework

At this time, this position is designated as "hybrid telework." You will have the option to work away from the office, although there will be times that coming into the office will be required. At this time the position typically works onsite once a week. The manager will work with you to identify a schedule that balances the operational needs of the department and your needs. Employees must reside in Oregon or Washington to work at Metro.

This position also requires regular and frequent work at Metro's garbage and recycling facilities, including Metro Central Transfer Station in Southwest Portland, Metro South Transfer Station in Oregon City, St. Johns Landfill in North Portland, and a cleanup deployment center in Southeast Portland. To meet workload demands, occasional evening or weekend hours may be required. The work may also involve travel to additional off-site locations as needed.

Your transferable skills are any skills you have gained through education, work experience, including the military, or life experience that are relevant for this position.

  • Project Management Professional (PMP) certification or equivalent project management training/experience
  • Experience managing public infrastructure or construction projects, particularly in occupied or operational environments
  • Previous experience working with public agencies

COMPENSATION, BENEFITS AND REPRESENTATON

The full-salary range for this position is step 1. $87,023.09 to step 7. $116,664.33. However, unless a candidate's qualifications justify, based on the Oregon Pay Equity Act requirements and Metro's internal equity review process, the appointment will likely be made between step 1. $87,023.09 to the equity range step 4. $100,775.94.

This position is not eligible for overtime and is represented by AFSCME 3580. It is classified as a Construction Project Manager I.
