Job Description

We are seeking a highly organized and experienced Project Manager to oversee a federal contract in support of the following contract services: elevator maintenance and repair, HVAC preventative maintenance and repair, on-call emergency response and repairs for O&M building equipment, etc. at the Portsmouth Naval Shipyard . The role will report to the Director of Facilities and Logistics. The ideal candidate will have experience managing skilled trade teams within a military or shipyard environment. This role is responsible for ensuring contract compliance, project scheduling, safety, cost controls, and communication with Government personnel.

  • Directly responsible for all aspects of the effort and shall possess autonomy from the corporate headquarters to execute the effort unimpeded by corporate management and will have full authority to commit and control funds and resources assigned to the contract.
  • Lead and manage all phases of the elevator maintenance project in accordance with contract requirements and federal regulations (e.g., FAR, DFARS).
  • Supervise elevator mechanics, technicians, and subcontractors, ensuring work meets quality and safety standards.
  • Primary liaison with the Government customer; responsible for developing and maintaining proactive working relationships with your team members, subcontractors, and other Government personnel.
  • Develop and maintain project schedules, resource plans, and progress reports.
  • Ensure full compliance with OSHA, NAVFAC, and EM 385-1-1 safety protocols.
  • Monitor project costs and support invoice preparation to ensure accurate billing.
  • Monitor technical, financial, and management performance per contract requirements and ensure cost control at each organizational level.
  • Review, approve, and report project resources time allocation and correlating invoice processing.
  • Evaluate program labor hour execution against contractual performance criteria then analyze, recommend, and report findings on a regular basis.
  • Establish and monitor detailed workflows and resourcing plans, set deadlines, assign responsibilities, resolve conflicts, and manage progress with confidence.
  • Conduct regular site inspections, status meetings, and performance reviews.
  • Resolve technical issues and coordinate with engineering teams when necessary.
  • Manage all submittals, change orders, and project documentation in accordance with contract requirements.
  • Maintain a strong understanding of elevator systems (hydraulic, traction, dumbwaiters, etc.) and their related codes (e.g., ASME A17.1, NAVSEA standards).
  • Communicate project goals, objectives, and performance accomplishments through staff meetings, memos, and management.
  • On-site representative for monitoring contract compliance with local union.
  • Manage personnel scheduling, time keeping, and ensure purchase and inventory is controlled and maintained. Ensure all training of staff is performed as required.
  • Select and monitor performance of subcontractor operations.
  • Attend briefings, conferences, and other Government designated meetings as required in the execution of this effort, or as requested.
  • Other duties as assigned.
