The Contract Specialist position reports directly to the Contracts Supervisor and indirectly to the Contracts Assistant Manager and Contracts Manager. This is a non-supervisory, entry level position. Under general supervision, the qualified candidate will process an entry level portfolio, assist Contract Specialists with Annual Rent Adjustments, peer reviews to ensure accuracy in all documents issued, first level review of owner submitted Utility Allowances and Rent Comparability Studies. The position will also support the Administrative Assistant, as needed.Contract Processing
  • Responsible for processing an entry level portfolio
    • Basic contract renewals only
  • Responsible for assisting in the processing of Contract Specialists portfolios as needed
    • Annual Rent Increases processing for rent adjustment years
    • Short Term Contract Renewals processing
  • First Level Review of Rent Comparability Studies;
  • First Level Review and data entry of Utility Allowances;
  • Primary peer reviewer;
  • Responsible for the quality of the documents submitted;
  • No authorities;
  • Other duties as assigned.
Administrative
  • Provides back up support to all admin assistants as needed
    • Including, but not limited to: Data entry into excel logs and Calypso (internal software), file executions, mail intake, file preparation, and other duties as assigned
Knowledge, Skills and Abilities
  • Ability to exercise discretion and independent judgment regarding matters of significance;
  • Ability to compare possible options and make recommendations after considering the various possibilities;
  • Must be detail oriented and possess strong organization skills;
  • Demonstrate strong analytical and problem-solving skills;
  • Ability to work with minimal supervision;
  • Ability to understand, interpret and implement HUD policies, procedures, regulations and other legal documents;
  • Competent with Microsoft Office products including of a variety of data processing and spreadsheet software as well as web browsers and basic office machinery;
  • Must be able to communicate effectively with various types of customers;
  • Ability to compose professional quality documents, letters, and memos;
  • Maintain confidentiality of all information gathered;
  • Ability to outline, organize and establish priorities for work;
  • Manage multiple priorities, and deadlines while meeting productivity requirements in the face of changes, obstacles or other unexpected events;
  • Excellent verbal and written business communication skills.

Minimum Qualifications :
  • Associates degree in accounting, business, public administration or closely related field preferred, however Performance-Based Contract Administration (PBCA) experience or two (2) years of property management, escrow/real estate, or other related field, will be considered. Knowledge of HUD multi-family programs a plus.
