Contract & Estimating Specialist (Contract Analyst) Job Description The Contract & Estimating Specialist supports the full lifecycle of utility project pursuits, from reviewing requests for proposals (RFPs) and developing detailed cost estimates to drafting, negotiating, and managing contracts. This role combines technical estimating expertise with contract administration to produce accurate, competitive, and compliant proposals for electric utility construction and storm restoration projects. You will work closely with Business Development, Operations, and external utility procurement teams to align pricing, risk, and contractual terms with organizational goals. Responsibilities Review RFP packages and project documentation to develop accurate cost estimates for distribution, transmission, and storm restoration work. Analyze drawings, specifications, and scope requirements to prepare detailed labor, equipment, and material takeoffs. Develop pricing using historical cost data, subcontractor input, and supplier information, and prepare bid schedules, estimate summaries, and proposal documentation. Coordinate with operations and field personnel to validate project scope, constructability, and pricing assumptions. Identify and assess risks such as labor availability, terrain, weather, and material constraints, and incorporate these factors into estimates. Support site visits, pre-bid meetings, and client discussions to clarify scope, constraints, and expectations. Draft, review, and manage contracts to ensure alignment with company standards, risk tolerance, and project requirements. Analyze contract terms and conditions to identify risks, obligations, and opportunities for the organization. Compare contract renewals to identify changes in language, pricing, and requirements, and advise stakeholders on impacts. Apply and validate labor and equipment rate structures for both proposals and active contracts. Manage subcontractor rates and ensure consistency between subcontractor pricing and bid submissions. Monitor contract expirations, bid events, and renewal opportunities to support timely responses and continuity of work. Maintain organized contract documentation and support quality assurance and quality control of contract terms. Collaborate with Business Development, Estimating, and Operations teams to align pricing strategies and contract structures with business objectives. Interface with utility procurement teams, vendors, and subcontractors to support bid preparation and contract execution. Communicate project status, risks, and pricing considerations clearly to internal stakeholders. Build and maintain strong relationships with clients and partners throughout the bid and contract lifecycle. Contribute to continuous improvement of estimating, bidding, and contract management processes. Maintain and update supplier and subcontractor databases to support efficient estimating and procurement. Support training and mentoring of junior team members in estimating and contract administration processes. Essential Skills 2-4+ years of experience in utility estimating, contract management, or RFP/bid development. Experience with distribution and/or transmission line construction projects (preferred but strongly relevant). Strong understanding of estimating methodologies and bid structures, including Unit Price, Time & Materials (T&M), Fixed Price, and Cost Plus. Ability to read and interpret contracts, drawings, and technical specifications. Proficiency in Microsoft Excel and the broader Microsoft Office Suite. Demonstrated experience in contract administration and contract management. Experience with project management and procurement activities related to utility construction. Strong organizational skills with the ability to manage multiple bids, contracts, and deadlines simultaneously. Strong analytical skills to evaluate costs, risks, and contract terms. Effective time management skills to prioritize tasks in a fast-paced, deadline-driven environment. Strong written communication skills for preparing proposals, contract documents, and internal reports. Strong verbal communication skills for collaborating with internal teams, clients, and external partners. Experience in utility construction or related construction environments. Additional Skills & Qualifications Experience in electric utility storm restoration or line construction. Familiarity with estimating software such as B2W Estimate or similar tools. Knowledge of labor rate structures and subcontractor pricing models. Associate's degree in a related field or equivalent work experience. Experience working with utility procurement teams, vendors, and subcontractors. Experience in contracts administration, negotiation, and contracts management within construction or utility construction settings. Work Environment This role is primarily onsite to start, allowing close collaboration with Business Development, Estimating, and Operations teams as well as regular interaction with utility procurement partners. Over time, the position may transition to a hybrid work arrangement, combining onsite presence with remote work flexibility. You will work in a professional office environment using Microsoft Excel, the broader Microsoft Office Suite, and specialized estimating software where applicable. The work involves regular coordination with field personnel and may include occasional site visits, pre-bid meetings, and client discussions to support accurate estimating and effective contract execution.
