Job Description: Campus Title: Utility Plant Supervisor State Job Title: Building Maintenance Supervisor II Department: Trades Job Code: H19X08 FLSA Status: Non-Exempt Funding: 7115-0100 Bargaining Unit: AFSCME Job Type: Full-Time Permanent Timeframe: 52 Weeks Shift: Monday-Friday, 6:30 am to 3:00 pm Regular Days Off: Saturday and Sunday Supervision Received: Incumbents of positions at this level receive direct supervision from employees of higher grade, Institution Chief Power Plant Engineer and Director(s) of Facilities and Operations and/or Associate Vice President of Capital Planning and Facilities, who provide instructions on work assignments and review performance through inspection and verbal reports for effectiveness and compliance with agency procedures. Supervision Exercised: Incumbents of positions at this level may exercise functional supervision (i.e., over certain, but not all work activities, or over some or all work activities on a temporary basis) over 1- 5 laborers and/or tradespeople. Salary: $3,023.48 Bi-Weekly (Grade 19, Step 6) Working Conditions: Utility Plant Supervisor: works under exposure to adverse weather conditions and environmental hazards such as noise, fumes and gases; high voltage; high pressure boilers and furnaces; works in cramped, confined and poorly lit spaces in the performance of duties; one may be required to endure physical stamina and endurance alongside manual dexterity and the ability to lift and/or move heavy objects (up to 50 pounds) for prolonged periods of time; work from ladders and scaffolds over 15 feet in height; work varied shifts, nights, weekends, or holidays, and is subject to a 24/7 standby (on call) work status. General Statement of Duties: The Utility Plant Supervisor is responsible for the operation, maintenance and repair of the campus heating, ventilation, and air conditioning systems and other mechanical systems including but not limited to campus steam system, boilers, chillers, coolers, cooling towers, chilled water systems, hot water systems, air handlers, exhaust fans, laboratory Air and Vac, fume hood exhaust fans, pumps, electrical equipment, plumbing systems as it relates to domestic hot water, BMS controls, campus water main, pool systems, acid neutralization systems and all associated campus equipment; performs related work as required. Duties and Responsibilities: Duties include but not limited to: Essential: Supervises the operation, maintenance and repair of the institution steam power plant including the heating, ventilation, air conditioning, mechanical, related electrical and plumbing equipment and systems, pool systems, acid neutralization systems, and performs related work as required. Monitors the operation, maintenance, repair and cleaning of boilers, furnaces and auxiliary boiler equipment such as oil burners, blowers, flow meters, pumps, compressors, generators, hot water heaters and other similar mechanical items; and make repairs to power plant equipment or other mechanical or electrical repairs throughout campus. Reads meters and gauges at specified intervals to ensure proper temperature, pressure, fuel levels, water levels, etc. Implements the lubrication schedule for heating, ventilating and air conditioning equipment and auxiliary equipment. Monitors the operation, maintenance and repair of refrigeration system, chiller systems, and equipment; institution heating system; an institution water distribution system, including hot water, pumping, geothermal wells and storage. Operate, maintain, and control Building Management Systems for all campus buildings; Honeywell EBI, Siemens Desiga, and pneumatic systems. Perform pipefitting repairs on steam, condensate, hot water, chilled water and related systems. Maintains and monitors campus pool equipment. Work with the campus plumbers as needed to ensure campus hot water heaters and associated systems are maintained properly. Monitors the maintenance of power house logs, recording gauge readings, fuel consumption, steam generation and maintenance work; keeps time, vacation, sick leave and other work attendance records. Supervise and train new hires in the HVAC , Power Plant, and Plumbing Dept. as needed. Operate, maintain, and control work order/PM systems for all campus buildings; School Dude and Camis. Evaluate needs, complete work and close out work orders. Provide Project Management support and project review - Operational and Capital Projects. Work with DCAMM, state inspectors, and local inspectors for all related equipment inspections campus wide. Operate Arial Boom Lift for varied projects. Provide shift coverage in power plant as needed. Performs related duties such as inventory control, requisitioning maintenance and repair supplies and materials; preparing power plant reports; general maintenance and repair reports; recommendations on the purchase of new inventory. Research recommended parts and equipment for purchase. Requirements: Qualifications: Knowledge of the principles, practices and techniques used in the operation of a power plant. Knowledge of the principles, types of operation, and uses of industrial type heating systems; high- and low-pressure boilers; steam plant accessory equipment such as feed-water regulators, etc.; industrial heating, ventilation and air conditioning systems; precision measuring equipment used in a power plant such as manometers, voltmeters, anemometers, tachometers, etc.; and calibration of pneumatic controls used in power plant operations. Knowledge of the principles, practices and techniques used in firing and operating high- or low-pressure gas or oil-fired boilers and their auxiliary equipment. Knowledge of the safety practices and procedures followed in power plants. Knowledge of the principles, practices and techniques of supervision. Knowledge of the methods of general report writing. Ability to adjust to changing situations to meet emergency or changing program or production requirements; ability to maintain accurate records. Ability to read and interpret documents such as plans, specifications, blueprints, drawings, technical manuals, etc. Knowledge of the types and uses of pumps used in water and fuel systems. Knowledge of the fundamentals of electrical practice. Knowledge of the methods and techniques of pipefitting. Knowledge of the types and uses of chemicals used in water treatment. Knowledge of calibration and/or adjustment techniques as applied to electrical control systems. Knowledge of the principles of operation of diesel engines. Knowledge of the types and uses of pumps used in sewage systems. Knowledge of machine shop practices. Knowledge of the types and uses of chemicals used for HVAC water systems. Knowledge of the principles of operation of welding equipment. Skill in the use of welding equipment. Knowledge of the proper methods for storing and handling fuels. Skill in using hand power tools such as drills, electric saws, etc. Skill in using small hand tools such as wrenches, pliers, screwdrivers, hacksaws and pipe threaders. Ability to read, write and comprehend the English language. Ability to write clearly and concisely. Ability to follow written and oral instructions. Ability to lift heavy objects up to 50 lbs. Ability to deal tactfully with others. Ability to understand and apply the laws, rules and regulations governing assigned unit activities. Ability to explain the procedures, guidelines, policies, etc. governing assigned unit activities. Ability to maintain accurate records. Ability to communicate effectively in writing. Minimum Entrance Requirements: Applicants must have at least five years of full-time, or equivalent part-time, experience in the operation and/or maintenance of industrial steam and hot water heating systems, industrial ventilation systems, industrial air conditioning systems, Industrial plumbing systems used for domestic hot water. Possession of a current and valid second-class steam fireman's license or greater issued by the Massachusetts Department of Fire Services, pursuant to Chapter 146 of the Massachusetts General Laws. Possession of Universal EPA License Prefer: Massachusetts sheet metal license Special Requirements: Possession of a current and valid class D driver's license Additional Information: Salary: Salaries for current Westfield State University employees and individuals currently working for the state of Massachusetts must be calculated individually in accordance with collective bargaining agreements as well as state policies.
