JOB SUMMARY

The job duties of the Project Manager include but are not limited to planning, coordinating, and overseeing municipal construction and infrastructure projects; preparing and reviewing construction drawings, plans, specifications, and cost estimates; coordinating with engineers, contractors, and city departments; ensuring projects comply with city, state, and federal regulations; managing project budgets and schedules; conducting field inspections; and maintaining accurate project documentation. The Project Manager also evaluates departmental needs, supports long term capital planning, and ensures effective communication with the public, elected officials, and partner agencies. Other duties may be assigned.

Expectation to:

  • Manage and oversee municipal construction and infrastructure projects, including roads, utilities, public buildings, parks, and community development initiatives.
  • Develop project scopes, schedules, budgets, and resource plans for capital improvement projects.
  • Prepare, review, and update construction plans, drawings, and specifications, ensuring accuracy and compliance with engineering standards.
  • Coordinate with contractors, consultants, and city departments to ensure project alignment and timely completion.
  • Ensure compliance with Kansas municipal codes, ADA requirements, environmental regulations, and safety standards.
  • Maintain project documentation, including contracts, change orders, progress reports, and inspection records.
  • Respond to internal and public requests for project information in a prompt and courteous manner.
  • Conduct field inspections to verify construction quality, materials, and adherence to specifications.
  • Assist with procurement processes, including RFP development, bid evaluation, and contractor selection.
  • Research property records, easements, and right of way needs for project development.
  • Accurately prepare reports on project progress, budget status, and completion.

  • Ensures that the City's equipment is safely operated and driving laws are obeyed.
  • Ensures all regulations pertaining to the safe use of equipment are understood and followed.
  • Reports all accidents to the appropriate individual. Follows all policies for reporting, investigating, and follow-up of equipment incidents, or personal injuries.
  • Understanding if items are in need of repair and takes responsibility to ensure that it is either fixed properly, or informs the appropriate personnel.

QUALIFICATION REQUIREMENTS

To perform this job successfully, an individual must be able to perform each duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required at the time of hire or for the continuation of employment.

EDUCATION AND/OR EXPERIENCE

  • Bachelor's degree in Engineering, Construction Management, Public Administration, or related field (preferred).
  • Minimum of 3-5 years of project management experience, preferably in public works, utilities, or municipal construction.
  • Experience with public sector procurement, contract administration, and regulatory compliance.
  • Knowledge of project management software, construction methods, and municipal infrastructure.
  • Professional certifications such as PMP, CM, or engineering related credentials may be required within one year of hire.
  • Valid Kansas motor vehicle operator's license and good driving record.

SKILLS AND ABILITIES

  • Ability to work cooperatively with staff, contractors, and the public.
  • Ability to maintain a professional manner when dealing with the public.
  • Ability to comprehend, retain and apply city and state policies and legislation, i.e. city ordinances, procedure manuals, etc.
  • Ability to operate various types of equipment: GPS instruments/equipment, standard office equipment, computer and related software. Ability to work with AUTOCAD, surveying instruments. Other equipment/apparatus could be required.

LANGUAGE SKILLS

  • Ability to read and comprehend written material of a fairly technical nature.
  • Ability to organize files and effectively retrieve data.
  • Ability to communicate effectively with other members of the staff, supervisor, and the public.
  • Ability to communicate in both written and verbal form.
  • Ability to provide accurate and appropriate information to contractors.
  • Ability to read City policies and procedures; written instructions, general correspondence; MSDS sheets, safety manuals, maps, etc.

MATHEMATICAL SKILLS

  • Ability to calculate basic mathematical calculations.

REASONING ABILITY

  • Ability to respond to complaints and grievances posed by the public.
  • Ability to perform surveying and engineering design work accurately and effectively.
  • Ability to apply current knowledge of pertinent codes and ordinances.
  • Ability to define problems and deal with a variety of situations.
  • Ability to think quickly, maintains self-control, and adapt to stressful situations.
  • Ability to use good judgment and effectively solve problems.
