Job Summary:

The Operations Manager oversees the Building Division's efficiency and technology, ensuring daily operations, performance management, and regulatory compliance. This role streamlines processes to improve customer service and coordinates with internal teams and external stakeholders. Responsibilities include managing permitting, plan reviews, inspections, and business tax receipts while adhering to Florida Statutes and local ordinances. Independent judgment is necessary for making impactful decisions within legal and policy guidelines, working under the Building Official.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

All employees share components of leadership, management, technical, and team skills to assist in making the City of Largo the Community of Choice in Tampa Bay.

Leadership

Management

  • Effectively manages assignments and priorities to ensure the fulfillment of projects, tasks, and responsibilities
  • Follows suggested procedures to ensure the highest standards of risk management, employee safety, and risk avoidance
  • Responsible for managing human resources for assigned staff, including overseeing the hiring process, coaching, counseling, performance management, and improvement, mentoring and developing employees, and enforcing policies and procedures
  • Actively trains and supervises staff adherence to safety policies and proper protective equipment usage, and enforces safe work practices and procedures to maintain a healthy work environment
  • Develops and communicates job expectations and provides positive, constructive feedback
  • Plans, monitors, appraises, and reviews job contributions
  • Provides daily supervision and guidance to departmental staff and other assigned personnel
  • Oversees and approves employee leave requests and time worked submissions
  • Facilitates project initiation and coordination for external customers
  • Conducts annual performance evaluations and delivers real-time coaching and issue resolutions
  • Reviews and approves job descriptions with team members every 1-3 years
  • Proactively engages stakeholders to enhance customer service; investigates complaints and recommends corrective actions
  • Ensures compliance with City policies and industry best practices for building division operations
  • Leads the development, implementation, and ongoing administration of a comprehensive accreditation and professional certification program that enhances service quality, regulatory compliance, and staff competency

Technical

  • Embraces emerging technology and productivity tools with a willingness to learn new skills
  • Coordinates with team members and external stakeholders to resolve technical and operational issues
  • Facilitates project initiation and coordination for external customers
  • Serves as a subject matter expert, responding to inquiries from City divisions and departments such as Planning, Economic Development, Housing, Community Standards, Environmental Services, Engineering, and Fire
  • Evaluates and improves business processes, including digital permitting systems and inspection scheduling platforms; leads or supports implementation of new technologies and software systems; tracks and reports on key performance indicators such as permit turnaround times and inspection completion

EMERGENCY RESPONSE STATUS: As a condition of employment, City of Largo employees will be required to work as directed during an undeclared and/or a declared emergency. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the official job description.

MINIMUM QUALIFICATIONS

Education and Experience:

  • Bachelors degree (Masters preferred) in Public Administration, Business Administration, Construction Management, or a closely related field, and four (4) years directly related experience in building operations or municipal development services, or an equivalent combination of training and experience
  • At least three (3) years experience in a supervisory role
  • Valid Driver's License

Knowledge, Skills, and Abilities:

  • Strong leadership and supervisory skills with the ability to coach and mentor staff
  • Excellent verbal and written communication skills
  • Advanced problem-solving and conflict-resolution abilities
  • Ability to manage multiple priorities in a fast-paced environment
  • Proficiency in Microsoft Office Suite and familiarity with permitting and workflow systems
  • General understanding of development services, FEMA regulations and processes, and Building Division functions
  • Thorough knowledge of Florida Building Code, related ordinances and regulations, and building construction principles and practices
  • Ability to provide excellent customer service to internal and external customers
  • Skilled in supervisory and leadership best practices
  • Ability to work as an effective project manager and leader, including the ability to communicate effectively orally and in writing
  • Knowledge in development review operations, and permitting software/related technology
  • Ability to commit to and continuously practice and demonstrate the City's values for integrity, collaboration, passion, and creativity
  • Knowledge in Tyler Technologies Permitting and Tyler Payments systems
  • Expertise in Tyler Reporting report building or SSRS
  • Proficiency in Adobe Acrobat
  • Familiarity with ArcGIS, MobileEyes, JustFOIA, Application Xtender, TRAKiT Archives, Conduits, and iCompass

WORK ENVIRONMENT & PHYSICAL REQUIREMENTS

Work Environment: 90% inside a climate-controlled building. 10% outside, which includes driving.

Physical Requirements: The essential functions of the job require: Sitting approximately five (5) hours per day, standing approximately two (2) hours per day, and walking approximately one (1) hour per day. The job also requires frequent fine manipulation, grasping, pulling, pushing, reaching, repetitive motion, light lifting, and light carrying objects weighing up to 15 pounds; occasional bending/stooping. On rare occasions, the work requires climbing, crawling, kneeling, and lifting and/or carrying objects weighing 15 to 44 pounds.

Sensory Requirements: Hearing: Ability to understand what others are saying in normal conversation in person or on the telephone. Speaking: Ability to communicate orally with others, speak effectively on the telephone, and speak before groups to give formal presentations.

Seeing: Ability to see and read computer monitor screens, detect color coding, operate a vehicle, and read fine print and/or normal-size print.

Driving Requirements: Requires occasional driving and possession of a valid Florida Driver's License.

Technology: The work requires the ability to operate telephones, smartphones, tablets, photocopiers, printers, desktop and laptop computers, calculators, and all associated software. The work also requires proficiency with computer hardware and software, including word processing, spreadsheet, and database applications; internet applications; and database management.
