SUMMARY

Leads and supervises pavement maintenance activities and personnel in the Street Operations Division of the Public Works Department.

  • Schedule: Full Time, 40 hours a week, M-Th 6:30AM - 5:00 PM
  • FLSA Status: Non-Exempt

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Supervises staff and manages methods, equipment, schedules, materials, and resources in the performance of road repairs and maintenance including placing asphalt paving, crack sealing, gap patching, slurry sealing, micro surface, seal coat application, in-house asphalt overlays, and pothole repairs. May be assigned to prepare road maintenance contracts and oversee contractors performing pavement maintenance work. Also required to supervise or participate in snow removal activities.
  • Asphalt Maintenance Supervisor is responsible for mentoring and developing assigned employees, providing constructive feedback and support. Supervisor advocates for assigned employees, seeking opportunities to help them advance their career.
  • The daily work schedule for this position is to be the same schedule worked by the rest of the employees in the division.
  • At least weekly, it is expected that the Supervisor will work side-by-side with their crew to develop relationships, set the expectations for a full day's work and ensure efficient and effective performance of the work.
  • Works in place of absent crew members from time to time to enable continuity of work.
  • Ensure that traffic control devices such as signs, flags, cones, and barricades are utilized in accordance with the MUTCD when crews are working under conditions exposed to traffic.
  • Ensure that crew members are trained in equipment and safety procedures.
  • Ensure compliance with the Public Works Storm Water Management Plan in work activities.
  • Maintain assigned areas in the shop or yard clean and organized.
  • Ensures that equipment and vehicles are maintained and cleaned regularly.
  • Respond to emergency callouts at any time.
  • Required to be on-call regularly to receive and respond to emergency calls as assigned.
  • Survey and keep records on infrastructure conditions and maintenance using databases such as GIS systems and CityWorks.
  • Work with crew leaders to maintain work records in CityWorks and work to ensure high efficiency is attained.
  • Track and follow up on complaints from citizens.
  • Ensure that the City receives the lowest price possible when purchasing materials or equipment by complying with the City's procurement code.
  • Work with other departments or divisions on assigned projects.
  • Perform other routine maintenance or emergency repairs as needed.
  • Use judgment to perform various repairs or maintenance operations.
  • Research and implement innovative technologies, products, equipment, systems, and processes to improve infrastructure quality and efficiency of maintenance activities.
  • Cooperate in the development of the City's pavement management plan in coordination with the Transportation and Utility Operations Engineer.
  • Oversee the inspection of the City's pavements.
  • Other duties may be assigned.

SUPERVISORY RESPONSIBILITIES:

  • Supervise crew leaders and other assigned employees.

Requirements

QUALIFICATIONS:

  • Must be capable of leading a team in the successful execution of their responsibilities.
  • Understand safe use of assigned equipment.
  • Basic knowledge of asphalt mixes, tack oil, slurry seal, micro surface, seal coat, crack seal and gap patch materials and their applications.
  • Understand safety principles of working in traffic conditions.
  • Skill in operating equipment safely, including automobiles, various heavy equipment, and a variety of hand power tools.
  • Ability to utilize snow removal equipment in snow removal programs.
  • Ability to communicate effectively and work harmoniously with other employees and citizens.
  • Provide hands-on leadership for maintenance crews.
  • Ability to follow and give verbal and written instructions.
  • Ability to use Microsoft Excel to perform mathematical calculations including material quantity calculations and project cost estimates.
  • Ability to use Microsoft Word and other software systems to effectively communicate with others.
  • Ability to use CityWorks to manage workload. Ability to work closely with other City, State and Federal agencies.

EDUCATION AND/OR EXPERIENCE:

  • Graduation from a standard senior high school or G.E.D. equivalent, plus eight years of experience on an asphalt maintenance or construction crew.
  • Must hold or have held a Senior Operator position with the City or an equivalent position within another organization.

LANGUAGE SKILLS:

  • High school equivalent English writing and speaking skills.
  • Must be able to communicate effectively with employees and citizens.

CERTIFICATES, LICENSES, REGISTRATIONS:

  • Must have a valid Utah Class A Commercial Driver's License, without an air brake restriction.
  • Must have a certification in work zone/flagging safety.
  • Relevant certifications from professional organizations.

PHYSICAL DEMANDS:

  • Ability to perform heavy, physical labor for extended periods of time in all types of weather conditions.

WORK ENVIRONMENT:

  • Exposure to disagreeable elements such as heat, cold, dampness, fumes, noise, dust, and intermittent exposure to stress as a result of human behavior.
