What You Will Do:

The successful candidate will serve as the lead of the District Traffic and Long-Range Planning team within the Planning Section of the Capital Programs Administration Department in District 4. This individual will lead the District in proactively identifying and initiating projects that modernize the transportation system of northeast Ohio.

Position duties include but are not limited to:

• Identifying, conducting and/or managing long-range planning efforts for the district, including improvements for intersections, segments, interchanges, corridors, congestion reduction and freight movement.

• Performing and managing screenings and analysis of the transportation network including multi-modal elements relating to safety, congestion, reliability, system conditions, accessibility, and connectivity.

• Integrating data analysis with state, regional, and local planning goals to identify projects to address performance measures, leading to strategic roadway network improvements.

• Serving as the District Transportation Systems Management & Operations (TSMO) Coordinator; integrating TSMO strategies into planning, design, and operations. Submitting TSMO funding applications on behalf of the district.

• Serving as the District Access Management Coordinator; reviewing and approving commercial development site plans, Limited-Access Right-of-Way breaks, permits, and traffic impact studies.

• Reviewing project scopes to ensure short-term and long-term planning efforts are integrated into District projects.

• Coordinating with Central Office and Metropolitan Planning Organizations (MPOs) for traffic forecasting and modeling project needs; including providing certified traffic for low-risk projects.

• Managing complex Feasibility Studies (PDP Path 3, 4, & 5); completing and/or reviewing capacity analyses for Feasibility Studies and Alternative Evaluation Reports.

• Providing technical traffic review and support for complex projects (PDP Path 3, 4 & 5).

• Collaborating with local agencies, MPOs, developers, and the public on traffic-related strategies and needs.

• Providing technical expertise in the areas of highway capacity, traffic safety, and traffic signal warrants; evaluating and responding to traffic control inquiries on behalf of the Capital Programs Administration Department.

• Performing crash data analysis to identify patterns, contributing factors, and countermeasures to incorporate safety into long-range planning at intersections, segments, interchanges, and corridors.

• Executing traffic signal agreements with local agencies and developers for signal installations and modifications within ODOT jurisdiction.

• Preparing detailed work orders for implementation by ODOT forces to improve locations identified through studies, customer inquiries, or project-related requests.

• Promoting effective signal operations by implementing the Statewide Signal Timing & Phasing Program (SSTPP) and collaborating with local jursidictions to support timing studies and operational improvements.

• Developing, maintaining, and mentoring technical expertise for traffic analysis and simulation (e.g., HCS, Synchro, TransModeler, StreetLight and INRIX).

• Developing and mentoring District Traffic & Long-Range Planning staff.

• Licensed as registered professional engineer by Ohio State Board of Registration for Professional Engineers & Surveyors; 2 yrs. exp. as group or project leader or supervisor providing work direction & training to employees engaged in engineering projects or 2 yrs. exp. in managing engineering research projects (i.e., managing research projects applies only to staff specialist positions); if assigned to operate a state vehicle to travel to & inspect project sites, must possess valid driver's license.
• Or licensed as registered professional engineer by Ohio State Board of Registration for Professional Engineers & Surveyors; 12 mos. exp. as Transportation Engineer 3, 85643; if assigned to operate a state vehicle to travel to & inspect project sites, must possess valid driver's license.
• Or equivalent of Minimum Class Qualifications For Employment noted above may be substituted for the experience required, but not for the mandated registration.
