Job Summary

This position is responsible for supervising and participating in the construction and maintenance of stormwater infrastructure. The Construction & Maintenance Superintendent assigns work in general terms, and completed work is reviewed for accuracy and propriety of the final results. This position responds to emergencies during non-duty hours, and must be available for standby /on-call duty on a rotating schedule.

Essential Functions

Supervises, assigns and reviews work; trains and instructs crew members in work methods and ensures that proper safety procedures are followed; evaluates job performances; checks and reviews completed work; counsels employees and resolves internal complaints; recommends disciplinary action when necessary; interviews applicants and recommends for hire.

Participates in the installation, repair and maintenance of stormwater infrastructure; operates large equipment and department vehicles; inspects work to ensure compliance with plans, specifications, standard practice, and regulatory requirements; coordinates work with other divisions and departments.

Maintains log of daily activities, special projects and records of problems found and actions taken; processes work orders.

Maintains utility truck stock and inventory check.

Prepares necessary reports and assists with completing accident reports.

Ensures proper maintenance of equipment; conducts daily maintenance checks and services; keeps track of vehicle and equipment hours/miles.

Supervises confined space entry in accordance with policies and procedures; secures area; uses blower to ventilate the confined area; sets up tripod/wench; sets up all safety gear; procures entry permit.

Provides quality customer service in accordance with Rockdale County standards.

Knowledge, Skills and Abilities

Considerable knowledge of the materials, methods, and techniques used in construction, maintenance and repair activities related to stormwater infrastructure, erosion and sedimentation control measures, and landscape restoration.

Considerable knowledge of the proper operation and basic repair and maintenance of the construction equipment, machinery and trucks used in assigned section.

Considerable knowledge of the geographical layout of Rockdale County.

Knowledge of department policies and procedures.

Knowledge of supervisory principles and practices.

Knowledge of safety practices and procedures.

Knowledge of confined space procedures.

Skill in the operation of electrical and mechanical equipment.

Skill in planning, organizing, prioritizing and delegating work activities.

Ability to use a personal computer and other modern office equipment.

Ability to communicate effectively, both orally and in writing.

Ability to read and interpret construction plans, equipment manuals, and related literature.

Ability to establish and maintain effective working relationships with co-workers, supervisors, other County employees and the public.

Ability to interact with customers regarding their services.

Ability to lift, stand, bend, crouch, stoop, kneel, grasp, finger, push, pull, and occasionally climb ladders in order to perform a variety of job-related tasks.

Ability to use tools and equipment that require a high level of dexterity.

Ability to lift objects weighing up to 50 pounds, unassisted.

Ability to see, including color, depth, and texture perception.

Working Conditions

Work is primarily performed outdoors. Employees are exposed to noise, dust, dirt, irritating chemicals, machinery with moving parts, and occasional inclement weather. Work is typically performed in the right-of-way, adjacent to other buried and/or overhead utilities.

Work also involves working in trenches and confined spaces.

Minimum Qualifications
  1. High School diploma or equivalent.
  1. Four (4) years experience in the installation, repair and maintenance of stormwater infrastructure, heavy equipment operation, or heavy civil construction.
  1. OR have a combination of education, training and work experience that is equivalent to #1 and #2 above that provides the requisite knowledge, skills and abilities for this job.
  1. Valid State of Georgia driver’s license.
  1. Confined Space Entry, Trenching and Shoring, and Flagging certifications or the ability to obtain within six (6) months of hire.
  1. Cardiopulmonary Resuscitation (CPR) certification.
  1. Valid State of Georgia "Class A" Commercial Driver’s License (CDL) or the ability to obtain within six (6) months of hire.

8. Valid State of Georgia certification as a Water Distribution Operator and/or Collection System Operator or the ability to obtain the applicable certification(s) within two (2) years of hire.
