The State Highway Administration's (SHA) Office of Finance (OOF ) is recruiting for an Assistant Section Chief (Transportation Engineer V) position in Baltimore City . This position is open to anyone who meets the minimum and selective qualifications listed below . This is a position specific recruitment . The resulting list of eligible candidates will be used to fill this vacancy only in this classification. Nature of Work : This position resides in SHAs Office of Finance and is responsible for assisting in the management of the daily operations of the approximately $800 million Federal Aid Program for SHA, providing guidance on apportionments, obligation authority, and project oversight within program categories. The Assistant Section Chief supervises employees under the Section Chief's management and provides guidance and expertise on federal program requirements and regulations to all levels of the organization, from Senior Managers to individual offices and their staff within SHA and other transportation agencies. The position will review, coordinate, and obtain Federal Agreements for all phases of highway construction, effectively utilizing the funds available from the Federal Highway Administration. The Assistant Section Chief also aids in the management of many SHA programs that utilize Federal Highway Administration (FHWA) funds and coordinates with project and program offices. This position also assists in supervising, planning, organizing, coordinating, assigning, and evaluating the work of professional employees. These responsibilities require knowledge and expertise in engineering, as well as in state and federal codes and regulations. The Federal Aid Programming Section (FAPS) reviews approximately 98% of all federal aid projects at SHA. The Assistant Section Chief will use various federal and state reports to analyze the daily status of SHAs projects, evaluate their financial status, and communicate conclusions/recommendations to all levels of the organization, FHWA, and other interested parties.

Education : Possession of a bachelor's degree in engineering from an accredited college or university.

Experience : Five (5) years of experience in professional engineering.

Selective Qualification : Three (3) years of experience in finance management including but not limited to reviewing, evaluating, and balancing financial transactions and budgets, project management, and/or consultant task management.

Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill or ability).

Preferred Qualifications:
The ideal candidate should possess the following:

  • Ability to plan, organize, coordinate, assign, and evaluate the work of subordinate professionals.
  • Ability to perform financial analysis of project expenditures.
  • Ability to communicate effectively, develop and prepare technical reports for senior management.
  • Ability to establish and maintain effective working relationships with other employees, consultants, representatives of other agencies and the general public.
  • Knowledge of federal and professional transportation principles, practices, and regulation.
  • Experience managing a Federal Aid Program as it relates to Federal Highway Administration

Notes :
1. Additional work experience in professional engineering, or in technical engineering at the journey level or above, may be substituted on a year for year basis for the required education.
2. Possession of a master's degree in engineering may be substituted for one year of the required experience.
3. Persons currently registered as Professional Engineers in the state of Maryland, or in a state with comparable requirements, are considered to have met the education requirements.

Possession of a motor vehicle operators license valid in the state of Maryland.
