Position Overview
The Construction Manager is a senior leadership role responsible for overseeing construction delivery of the HTP project wide Systems & Fit-Out package in coordination with multiple concurrent contracts on a major transportation megaproject.
The initial phase of the role will focus on pre-construction activities including support to procurement, contract packaging, RFP development, and bid evaluation. Upon award and commencement of construction, the role will transition into full field leadership and execution.
The position provides program-level oversight of complex civil, structural, vertical building, and rail systems works across the full project alignment.
Key Responsibilities
Support pre-construction activities including development of contract packages, RFP documents, technical requirements, and evaluation of contractor bids.
Provide leadership and oversight of construction across systems, civil works, structures, and vertical building components.
Manage complex interfaces across multiple contracts including tunneling, surface alignment, and systems installation packages.
Oversee delivery of major facilities including fan plants, shafts, and ancillary buildings.
Manage a large team of field personnel including Resident Engineers, inspectors, and construction management staff.
Coordinate installation and integration of trackwork, tunnel concrete, structural systems, and site/civil infrastructure in an active railroad operational environment including coordination of work with railroad forces.
Support integration of rail systems including traction power, signals, communications, tunnel ventilation, and control systems.
Ensure readiness for testing, commissioning, and operational handover.
Monitor contractor performance related to safety, quality, and schedule compliance.
Lead resolution of field issues including constructability, sequencing, and access constraints.
Program & Scope Context
The role supports delivery of a major systems and fit-out contract encompassing substantial civil and structural construction including tunnel interiors, shafts, ventilation facilities, fan plant buildings, and surface infrastructure.
The scope also includes installation and integration of complex rail systems (Signals, Track, Catenary, Overhead Contact Rail), mechanical, electrical, plumbing, fire life safety, and communications systems across the full alignment.
Significant coordination is required with multiple predecessor and adjacent contracts and stakeholders in a highly interface-driven and operationally constrained active railroad environment.
Required Experience
Minimum 15+ years of experience delivering large-scale rail infrastructure projects.
Demonstrated experience managing large field teams including inspectors and resident engineers.
Experience across both heavy civil (tunnels, structures, infrastructure) and vertical building/facilities construction. Experience coordinating with and working on Amtrak projects is desirable.
Experience in multi-contract, interface-intensive program environments.
Qualifications
Bachelor's degree in Engineering, Construction Management, or related field.
Professional Engineer (P.E.) or Certified Construction Manager (CCM) preferred.
Key Competencies
Strong leadership and team management capability in large field environments.
Experience managing construction interfaces between civil, structural, building, and rail systems activities.
Strong coordination, communication, and stakeholder management skills.
Additional Expectations
Proven ability to support procurement and pre-construction planning activities for major contracts.
Experience managing construction in or adjacent to active operational rail environments with complex staging and access requirements.
Experience planning for and delivering on testing, commissioning, and operational readiness requirements for major systems and infrastructure programs.

Salary Range: $134,100.00 - $241,400.00
