Position Summary: The Pre-Construction & Purchasing Agent plays a key role in supporting Brohn Homes Houston division by managing the pre-construction start process while developing into full purchasing responsibilities.
This role begins with a strong focus on start coordination, permitting, and operational readiness, ensuring homes are fully prepared to move into construction. Over time, the role expands into purchasing functions including budgeting, bid analysis, vendor coordination, and cost management.
This position serves as a critical link between Purchasing, Construction, and Land, helping drive efficiency, cost accuracy, and alignment across the business.
Duties / Responsibilities:
Pre-Construction & Start Coordination
- Coordinate the end-to-end pre-construction start process for Houston homes
- Review start packages for completeness, including permits, plans, budgets, and required documentation
- Identify missing information, risks, or discrepancies and drive resolution
- Coordinate permitting submissions and track approvals with municipalities
- Prepare and maintain complete start files including plans, plot plans, and supporting documentation
- Ensure alignment between start readiness and construction schedules
- Maintain accurate system data related to start milestones and readiness
Purchasing Support
- Assist in collecting bids and pricing from vendors and trade partners
- Support preparation of budgets, takeoffs, and cost comparisons
- Analyze vendor proposals and highlight variances or discrepancies
- Assist with change orders, selections, and option pricing updates
- Maintain purchasing records and ensure data accuracy across systems
- Support plan updates and product changes with vendors and internal team
Purchasing Responsibilities
- Develop budgets for assigned communities, plans, or cost categories
- Evaluate and negotiate with vendors to secure competitive and fair pricing
- Prepare bid award packages and support vendor selection decisions
- Monitor cost performance and ensure alignment with company financial goals
- Partner with construction and design teams to improve cost efficiency and product value
Cross-Functional Coordination
- Act as a liaison between Houston Construction and Austin Purchasing teams
- Communicate timelines, risks, and updates across departments
- Support prioritization and sequencing of home starts based on operational needs
- Assist in resolving discrepancies between field operations and purchasing
Data, Systems & Process Integrity
- Maintain accurate data across systems related to starts, budgets, and purchasing
- Identify and resolve discrepancies in budgets, pricing, or documentation
- Support reporting on start readiness, costs, and operational performance
- Contribute to process improvements and operational efficiency initiatives
Qualifications:
- High School Diploma required; Bachelors degree preferred
- 13 years of experience in construction, purchasing, pre-construction, or related field
- Strong analytical and problem-solving skills
- Ability to manage multiple priorities and shifting deadlines
- Comfortable working with budgets, numbers, and data
- Strong communication and collaboration skills
- Proficiency in Microsoft Excel, Word, and Outlook
- Ability to learn systems such as KOVA or similar platforms
- Ability to read and interpret construction plans preferred
Supervisory Responsibility: This position does not have direct supervisory responsibilities but exercises functional authority over the start readiness process.
Work Environment: This job operates in a professional office environment with regular interaction with field teams and vendors.
Physical Demands: To successfully perform this role, team members should be comfortable with a mix of desk work and light physical activity throughout the day.
This includes regularly communicating with others, standing and walking as needed, and using hands for routine tasks such as handling documents or equipment. At times, the role may require bending, reaching, or moving around job sites or offices.
The position may occasionally involve lifting or moving items up to 25 pounds, with more frequent lifting up to 10 pounds.
Clear vision, both near and far, along with depth perception and the ability to adjust focus, is important for reviewing plans, documents, and on-site details.
Position Type/Expected Hours of Work: This position meets the criteria for exemption under the Fair Labor Standards Act (FLSA) Administrative Exemption, as the primary duty consists of office or non-manual work directly related to management and business operations, and includes the consistent exercise of independent judgment and discretion on matters of operational and financial significance. Days and hours of work are [Monday through Friday, between 8:00 a.m. and 5:00 p.m.] This position may work outside of normal business hours to include evenings and weekends as needed.
Travel: Less than 10% travel is expected for this position.
