Roads

Position Summary

Supervises and directs work crews engaged in the maintenance, repair and reconstruction of roads, bridges, and drainage facilities. Oversees work performed by contractors for mowing and plowing operations. Supervises and administers mosquito control operations. Responds to citizen concerns and follows through with appropriate action.

This position is designated as essential to the emergency service function of the division and is required to assist the division in meeting the operational needs.

Essential Functions

  • Supervises, trains, and directs work crews.
  • Communicates section functions and needs to supervisors.
  • Administers the policies and procedures established by divisional and departmental managers.
  • Coordinates activities of employees and training of same.
  • Recommends new hires.
  • Evaluates employee performance and recommends promotions/reclassifications.
  • Recommends disciplinary action.
  • Prepares detailed reports, cost estimates, cost account, and project diaries.
  • Reads plans and specifications to carry out responsibilities of the position to ensure compliance with federal, state, and departmental standards.
  • Investigates and responds to public/private complaints.
  • Reports for all emergency work to include roads, drainage, snow, wind, ice storms, floods, etc. as required (on 24-hour call).
  • Schedules and coordinates projects with other divisions, contractors, and employees.
  • Directs the work of others including contractors to ensure that road, bridge and drainage construction, repair, and maintenance projects meet standards.
  • Operates equipment in a safe and timely manner to ensure the efficient operation of the division in accordance with Division policies.
  • Utilizes DPW Hansen Infrastructure Management System.
  • Attends meetings of the divisional safety committee.
  • Requests mark-outs from utility companies to ensure compliance with NJ One-Call system.
  • Acts as a liaison between the Road Division, Bridge Division, property owners, residents, and community representatives regarding areas of concern.
  • Recommends road maintenance and or repair projects to the General Foreperson.
  • Interprets County policy for employees regarding grievances and other situations that arise.
  • Coordinates activities of the employees of the unit and the training of same.
  • Performs detailed calculations to ensure efficient drainage through the County infrastructure system.
  • Attends various training seminars and training courses presented by professional instructors to keep abreast of the new safety and work practices established by OSHA.
  • Prepares records on employee attendance, sick time, overtime, vacation and personal leave, and grievance procedures.
  • Instructs new employees on the procedures followed for repair and maintenance of County roads and daily maintenance of equipment, trucks, and mosquito control.
  • Prepares monthly work schedules.
  • Performs skilled and unskilled labor to ensure the efficient operation of the division in accordance with departmental and divisional policies.
  • Maintains, services, cleans, and makes minor repairs of tools and equipment to ensure it is kept in good mechanical working condition.
  • Performs skilled and unskilled labor to ensure the sufficient operation of the division in accordance with division policies.
  • Drives trucks and hauls materials and/or equipment to and from projects in a safe and timely manner.
  • Performs work zone traffic control to ensure the flow of traffic is not disrupted.
  • Picks up recycling materials in a timely manner to ensure the efficient operation of the Public Works Department in accordance with County policies.
  • Performs other related duties in the Department of Public Works as required.
  • Perform other duties as assigned by the Director of Public Works.
  • Operates spray equipment both hand carried and truck mounted.
  • Uses and maintains hand tools and equipment for brushing of ditches and hand digging of ditches.
  • Prepares necessary reports on daily spraying and brushing activities.
  • Attends training to keep abreast of new safety and work practices established by OSHA.
  • Shovels and rakes all materials used to repair, construct, and maintain roads, bridges, and drainage structures.
  • Cleans culverts, catch basins, and other drainage structures using scavengers and/or hand tools following standardized procedures.
  • Installs and removes snow fence.
  • Drives trucks and hauls materials and equipment to and from projects in a safe and timely manner.
  • Loads and unloads trucks using mechanical equipment as well as manual labor.
  • Inspects and operates trucks and light equipment including, but not limited to, cement mixers, air compressors, two-wheel driver tractor loaders, rollers up to 5 tons, brush chippers, weed eaters, chain saws, self-propelled and push mowers, etc. in accordance with manufacturers' recommended procedures to ensure that all equipment is in fit working condition.

Marginal Functions

  1. Cleans debris along roadside to allow safe usage of roads.

  2. Services trucks and light equipment including cleaning and lubricating and makes minor or emergency repairs using approved mechanical procedures.

  3. Preforms other duties assigned by management.

Essential Qualifications

  • High school diploma with courses in construction technology
  • Five years supervisory experience of construction crews and experience operating equipment or any equivalent combination of education, training, or experience.
  • Knowledge of construction and repair techniques, equipment and materials related to Public Works projects.
  • Must possess a thorough knowledge of County policies and procedures
  • Must possess a valid driver's license and commercial Class A driver's license.
  • The ability to read blueprints and give verbal instruction is essential to the position.
  • Must be able and willing to work outdoors

Preferred Qualifications

  • Knowledge of the Somerset County infrastructure system
  • Familiarity with NJ One Call System standards
  • Confined Space Entry training
  • Work Zone Traffic Safety training
  • Knowledge of office equipment and computers
  • Good vision, speaking and hearing.
