Preconstruction Manager – Civil Construction

Location: Houston, TX

We are seeking an experienced Preconstruction Manager to join a growing team in the Houston area. The ideal candidate will bring strong estimating, business development, and sales experience in civil construction, with a deep understanding of concrete, earthworks, and underground utilities.

This individual will play a key role in building our project pipeline, strengthening client relationships, and helping the company for long-term success.

Responsibilities

· Lead all preconstruction efforts including client engagement, proposal development, and estimating

· Identify, pursue, and secure civil construction opportunities in the Houston market

· Prepare conceptual and detailed estimates for site development, concrete, utilities, and related scopes

· Coordinate with operations teams to ensure smooth project transitions from preconstruction to execution

· Develop and maintain relationships with local developers, engineers, inspectors, and municipal authorities

· Keep current with local codes, permitting requirements, and market pricing

· Represent the company at industry events and maintain a positive reputation in the community

Qualifications

· 7+ years of experience in civil construction with a focus on preconstruction, business development, and estimating

· Strong knowledge of local market conditions in Houston, including key players, inspectors, and regulations

· Proven ability to bring or develop a book of business and client network

· Excellent communication and relationship-building skills

· Proficiency in estimating software and reading civil plans and specifications

· Self-starter who thrives in a collaborative and entrepreneurial environment
