- Manage JOC contracts at the project level and monitor JOC contract activity at the job order level.
- Assist with planning and scheduling of JOC contract solicitations and perform tasks associated with the Recommendation to Award process.
- Identify and resolve problems or delays in connection with JOC work order processing.
- Work with management, staff, clients, and contractors to manage all aspects of processing Job Orders assigned.
- Evaluate JOC Service Requests to ensure the type of work proposed is appropriate for the JOC Program.
- Review, evaluate, approve, or assemble for review and approval work order packages in accordance with JOC Program procedures.
- Ensure the retention and maintenance of records and files consistent with policies.
- Develop, monitor, and maintain project records and reports.
- Coordinate with applicable OGS staff, contractors, consultants, and clients to understand the project scope.
- Schedule, manage, and/or attend project-specific and program-related meetings.
- Maintain working knowledge of JOC Program Procedures, procurement policy, and guidelines.
- Assist with monitoring of performance measures, goals, and objectives for the JOC unit.
- Ensure JOC contractor compliance with all applicable procedures.
- Coordinate with the Division of Construction to ensure timely delivery of the JOC construction project.
- Assist with the review and evaluation of JOC contractor performance.
- Bachelor's Degree in Engineering, Architecture, Construction Management plus five years of relevant construction industry experience or eight years of relevant construction industry experience with public or private projects.
- Demonstrated ability to read and comprehend plans, specifications, and related construction documents.
- Excellent oral and written communication skills.
- Proficiency in PC applications such as Outlook, Excel, Word, and Bluebeam.
- Strong interpersonal and diplomacy skills.
- Demonstrated ability to work independently and exercise sound judgment.
- Project management expertise.
- Experience with construction management, change orders, and JOC processes.
- Understanding of OGS policies and procedures.
- Familiarity with project engineering, commercial construction, estimation, and project coordination.
