You will serve as a SUPERVISORY CONTRACT SPECIALIST in the CONTRACT AND LOGISTICS DEPARTMENT (CODE 400) of PORTSMOUTH NAVAL SHIPYARD.In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

* Experience overseeing and managing the overall planning, direction, and timely execution of the contracting program, as well as managing organizational changes and major changes to the content of the program or segments directed.

* Experience with procurement regulations and contracting principles including the latest procedures and techniques (e.g., source selection, sophisticated pricing arrangements, solicitation methodologies, and cost accounting) sufficient to plan, develop, implement, and administer all contractual aspects of a wide variety of systems/service acquisition programs.

* Experience with negotiation principles in developing pre-negotiation strategy and overseeing or conducting negotiations and in directing or performing post award negotiations involving contract changes or modifications.

* Experience using computer programs such as Standard Procurement System (SPS) and Enterprise Resource Planning (ERP) as they relate to the electronic acquisition process, and experience using the Federal Procurement Data System - New Generation (FPDS-NG), Wide Area Workflow (WAWF) and Electronic Data Exchange.

* Experience performing supervisory duties such as assigning and prioritizing work; providing technical guidance, personnel, performance and position management; identifying training needs; interviewing/selecting candidates for vacancies; recommending promotions and awards; resolving disciplinary issues and administering EEO policies

BASIC REQUIREMENTS: In order to qualify for Contract Specialist within the Department of Defense (DoD), all applicants must meet the basic requirements below. A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirements listed above apply only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 (or equivalent) on or before September 30, 2000 are also exempt from meeting this requirement.

Basic Qualification Requirements for Contracting Officer Positions: In addition to meeting the basic educational requirements listed above as well as the Specialized Experience , applicants must have at least two years of experience in contracting positions; and have completed all contracting courses required for a contracting officer for positions at the level and grade at which the person is serving. Certification at this level is sufficient to meet this standard.

Failure to submit this information will result in an ineligible rating.
